Title: Director of Facilities and Operations
Reports To: Chief Financial Officer
Takes Direction From: Superintendent, Assistant Superintendent, and Chief Financial Officer
Calendar: 12 month

Summary: The Director of Facilities and Operations, under the general direction of the Chief Financial Officer, plans, directs, and coordinates all aspects of the District's facilities and operations, including but not limited to maintenance and custodial functions; assures efficient and cost-effective departmental operations. The Director of Facilities and Operations inspects worksites and school district properties on a routine basis and directs construction and renovation projects and activities. The Director of Facilities and Operations supervises and evaluates the performance of assigned personnel.

Essential Functions:
  • Provides leadership for all district-wide facilities and operations issues, including Coordinator of Maintenance and Facilities and the Coordinator of Environmental/Custodial Operations.
  • Leads district-wide custodial, maintenance, and grounds operations.
  • Confers with the Chief Financial Official to develop, implement, and update long-range plans for deferred maintenance, facility construction, and remodeling.
  • Coordinates, implements, and supervises the bidding process for facilities' projects.
  • Develops and administers the budgets for custodial, maintenance, construction, and capital projects.
  • Directs, manages, and monitors all phases of capital construction and renovation projects and ensures conformance with contract documents and compliance with all provisions of the public contract code and bid requirements, including preparing bid specifications and reviewing and making recommendations on bids; acts as liaison between the school district and contractors, or construction managers engaged in providing services to school district properties.
  • Directs a program for effective energy use including internal facilities inspections and surveys to maximize conservation; identifies and specifies energy-efficient building systems to minimize utility expenses; works with outside agencies and consultants to assure the District's participation in utility rebate and incentive programs.
  • Supervises and approves the use of school properties and facilities.
  • Coordinates the design, adoption and implementation of District energy efficiency projects including solar, energy management, and utility upgrades projects.
  • Oversees employee selection, training, assignment, and evaluation in facilities and operations departments; schedules, assigns, and inspects work.
  • Reviews and maintains compliance with all district, local, federal, and state buildings and grounds regulations such as AHERA, MSDS, Right-to-Know, Labor and Industry Codes, pesticides, etc.
  • Develops and prepares the annual preliminary budget for the Facilities and Operations Department; analyzes and reviews budgetary and financial data; manages and authorizes expenditures in accordance with established limitations.
  • Serves as a member of the Superintendent's administrative cabinet.
  • Attends evening meetings of the Board of School Directors as needed and serves as the administrative liaison for the Facilities and Operations Committee.
  • Attends and represents the District at various community meetings, including evening meetings such as those of local municipal boards or commissions as necessary.
  • 24/7 availability for school facilities-related emergencies.
  • Performs other duties as assigned and deemed necessary by the Chief Financial Officer.

Education and/or Certification Required:
  • Minimum of a Bachelor's degree from an accredited four-year college; Degree in Civil, Electrical, or Mechanical Engineering, Construction Management, or a related field preferred.
  • Must hold and maintain a valid PA driver's license.

Experience Needed:
  • Five (5) years of successful supervisory experience in maintenance and/or facilities operations required

Knowledge of:
  • Modern facilities management principles and practices.
  • Modern school district building maintenance and operations methods, tools, systems, and equipment, including but not limited to heating and ventilation equipment, used in building construction, maintenance, custodial operations, transportation, and grounds maintenance work.
  • Applicable codes, laws, rules, and regulations governing school district facilities and construction as they relate to public schools; practices used in school construction and design; state funding, contract laws, property appraisal, and inspection.
  • Development of specifications and bid documents; construction project accounting, supplies, materials, and equipment utilized in the school facility and building construction.
  • Sustainability policy, practices, processes, and assessment (annual reports, strategic planning, return on investment calculations, climate action plan, etc.).
  • Safety regulations, and procedures in the workplace and public buildings.
  • Financial record-keeping, inventory control, and report writing.
  • Budgeting practices regarding monitoring and management.

Requisite Skills:
  • Facilities and operations management and construction functions.
  • Excellent verbal and written communication skills in English, including public speaking and presentation skills.
  • Excellent interpersonal skills to develop and nurture working relationships with various stakeholders.
  • Excellent organizational skills.
  • Strong computer skills, specifically with Google Suite and Microsoft Excel.
  • Excellent conflict resolution skills and flexibility.
  • Safe motor vehicle driving skills.

Ability to:
  • Plan, organize, manage, and direct the District's facilities, maintenance, and operations functions.
  • Direct the work of supervisory and office personnel.
  • Plan and direct training programs regarding safety and other facility and operation. functions; and evaluate the performance of assigned staff.
  • Analyze work methods, schedules, equipment, and staffing levels to increase department efficiency.
  • Manage and coordinate the District's construction program.
  • Read and interpret plans, specifications, drawings, and blueprints.
  • Estimate the cost of construction, landscaping, and maintenance projects.
  • Develop and implement comprehensive cleaning, grounds, and maintenance projects.
  • Prepare, monitor, and manage the department budget.
  • Interpret, apply, and explain rules, regulations, policies, and procedures.
  • Establish and maintain cooperative and effective working relationships with others.
  • Lead the broad cultural and organizational change management required by a sustainability initiative.
  • Organize and motivate assigned staff members for the efficient operations of all support service departments.
  • Support a culture of equity, diversity, and inclusion.
