The Air Force Research Laboratory (AFRL), Integrated Capabilities Directorate (RS), Architecture Design Integration and Evaluation Division (RSA) seeks to hire a senior-level, DR/DO-03 or DR/DO-04 Supervisory Deputy Division Chief. This is an interdisciplinary leadership opportunity open to current Federal Civilian employees eligible for a lateral DR/DO-03 or 04 (GS-14 or 15 equivalent) assignment at Wright-Patterson AFB in Dayton, Ohio. The incumbent will serve as the RSA Deputy Division Chief.

Position duties include, but are not limited to:
  • Serves as RSA Deputy Division Chief, directing, coordinating and overseeing work through subordinate employees.
  • Advises and provides counsel to employees regarding policies, procedures, and directives of senior management.
  • Leads, promotes, and enables complex professional and/or technical work to plan, organize, direct and coordinate significant and complex research projects and/or processes to support Department of Air Force (DAF) Program Executive Office (PEO) Command, Control, Communications for Battle Management (C3BM) Architecture and System Engineering.
  • Resolves multi-faceted problems spanning multiple disciplines.
  • Leads professional and scientific efforts to ensure quality and relevant technical oversight is accomplished.
  • Applies expert knowledge and mastery of project management and scientist and engineer (S&E) concepts, principles and methods to plan and execute architecture design and evaluation (RSA) activities.
  • Provides technical guidance to research and/or scientific teams to foster collaboration, promote synergy, encourage innovation, and ensure scientific rigor.
  • Develops innovative approaches and solutions that exploit emerging technology and fosters an environment of technology exploitation.
  • Cultivates and sustains a professional atmosphere of cooperation, cohesion and teamwork to build partnerships with Air Force Warfighting Integration Capability (AFWIC), Major Commands (MAJCOMs), United States Space Force (USSF) Field Commands, Intel Community, PEOs, Sister Services, and other government laboratories to inform architecture investments and transition strategies.
  • Communicates, collaborates, and provides counsel to headquarters (HQ) AF, MAJCOMS, Combatant Command (COCOMs), HQ AFRL, other services, universities, and industry both nationally and internationally.
  • Authors, publishes, and directs authoritative technical reports, articles, papers, and presentations to be presented to internal and external senior leaders and officials, as well as, at professional conferences.

Required Qualifications

  • United States Citizenship
  • Must be able to obtain and maintain a Top Secret security clearance
  • Applicants must have at least one (1) year of specialized experience related to the position duties at the DR/DO-03 (GS-14 equivalent) or DR/DO-04 (GS-15 equivalent) for consideration.
  • This is an interdisciplinary position. Applicants must be able to meet the Office of Personnel Management (OPM) Qualification Standards of the occupational series assigned when the position is filled.   • This is a supervisory position. Incumbent may be subject to a supervisory probation period.
  • The incumbent may be subject to random drug testing.
  • PCS may or may not be paid.
  • This position is an Acquisition Professional Development Program (APDP) position requiring Level/Tier 2 (Practitioner) Non-Critical Certification in Engineering and Technical Management or Program Management. Minimum experience requirement for APDP is 4 years, and the selectee will have 60 months to meet APDP requirements or a waiver must be obtained. Applicants must list all completed APDP certifications on their resume.
  • Position is eligible for telework, but the employee must live within the commuting area of Wright-Patterson AFB.

Desired Qualifications

  • Experience related to, or supporting, science and technology, research and development, test and evaluation, and/or program management is highly desired.
  • Demonstrated ability leading or supervising cross-functional, multi-disciplinary teams.
  • Experience distilling strategic and/or leadership guidance into actionable plans in support of program objectives.
  • Excellent written and oral communication skills.
  • Demonstrated ability to lead people, build consensus, and identify and resolve conflicts/problems with the workforce.
  • Ability to motivate, develop, and grow cross-functional teams.
  • An advanced academic degree in an applicable field of study from an accredited academic institution is highly desired.
