Overview
The Medical Respite Operations Manager oversees the non-clinical operations of the Medical Respite. The Operations Manager recruits, trains, supervises, and maintains 24/7 shift coverage for Site Monitors, Case Managers, and Food Services staff, coordinates Maintenance staff, and provides supportive back up Case Management as needed. The Operations Manager is a vital member of the multi-disciplinary care team, providing leadership, implementing Respite Policies and Procedures, integrating Case Management Services with Clinical Care, and collaborating with external community partnerships.
This is a full time, exempt, benefit eligible position in Oakland, CA.

Responsibilities
- Manages the day-to-day operations of the Medical Respite Program assuring that staffing, facilities, and resources promote safe, healing, and responsive services for residents.
- Participates in development of and ensures compliance with operational Respite Policies and Procedures.
- Develops and implements program protocols and procedures in collaboration with program leadership.
- In collaboration with program leadership, establishes and implements goals, policies, operating procedures, and systems for the Respite Program assuring alignment with LifeLong, community and funder standards and compliance with relevant regulations.
- Maintains census and oversees the intake process, including referral management, authorizations, registration, insurance verification, and move-ins.
- Manages the program within allocated budgetary parameters, collaborates in the development of the fiscal budget, and reviews budget monthly; ensures grant and contract compliance.
- Manages the procurement and inventory process for all program related supplies.
- Attends and actively participates in weekly Respite and County Meetings.
- Meets daily with Registered Nurse Supervisor and License Clinical Social Worker to review new referrals, coordinate intake and discharge, assure collaborative care is provided to current residents and that all residents have integrated individualized care plans and to problem solve any problems impacting residents in program.
- Manages Site Monitors, Case Managers, Food Service, and Facilities Respite Staff, including hiring, training, mentoring, supervision, and evaluation.
- Identify staff training needs and create access to training opportunities to promote program goals.
- Provides Case Management back up support and direct care to residents as needed.
- Develops and maintains working relationships within LifeLong and outside social service agencies, ensuring that staff and residence have maximum access to appropriate resources.
- Supervises Case Management team, assuring that formal communication structures and data tools are utilized to promote positive health, housing, and resource referral outcomes.
- Ensures direct services staff maintain current and accurate documentation, both written and in data base systems, including all shift notes, case notes, confidential information, consenting information, incident/informational reports.
- Ensures that accurate monthly and quarterly program data is collected and submitted in timely manner.
- Attends and participates in program case conferences, and team/staff meetings.
- With assistance from the Associate Medical Director, oversees clinical documentation and chart audits to ensure adherence to State and County requirements.
- Performs other duties as assigned by supervisor.

Job Requirements
- Minimum of five years documented experience in social or health care service setting providing outreach and engagement, harm reduction counseling, and using motivational interviewing.
- Minimum of three years of supervisory experience.
- Experience working with the homeless population, disabled persons, and individuals with co-occurring disorders.
- Knowledge of East Bay health and social service resources.
- Experience with the Homeless Management Information System (Clarity).
- Experience with electronic health records (EHRs), primarily EPIC.
- Proficient in Microsoft office.
- Valid California driver's license; may transport residents in agency vehicles.
Job Preferences
- Bachelor's degree in social work, psychology or related field and two years' relevant experience preferred or commensurate work experience.
- SUD registration/certification preferred.
- Lived experience relative to working with people experiencing homelessness (e.g. formerly homeless, social or behavioral health services consumer, criminal justice system involvement, foster care involvement, close family-member of someone with these experiences).
