JOB TITLE: Director of Human Resources

QUALIFICATIONS:
  • Appropriate certification as required by the Department of Education.
  • Applicants must have a minimum of a Master's Degree in education leadership, human resources or related field.
  • Successful experience working in Human Resources, or related field; K-12 experience preferred.
  • Five years of prior administrative or supervisory experience preferred.
  • Such alternatives to the above qualifications as the Board may find appropriate and acceptable.

REPORTS TO: Superintendent

JOB GOAL: To effectively assist the Superintendent of Schools in providing vision, leadership, planning, project coordination and management for all aspects related to Human Resources and employee relations. Leads, manages, and directs the Human Resources unit, which includes all programs, processes, activities, and benefits managed by Human Resources.

PERFORMANCE RESPONSIBILITIES:
  • Leads the recruitment, retention and recognition for the District's employment groups.
  • Establish the mission of the Human Resources unit; promotes and monitors mission goals within the Human Resources unit and the school District.
  • Works collaboratively with District leaders to develop and improve programs, build staffing strategies, build hiring processes, streamline and enhance staffing systems and service delivery to school system employees and works toward recommending candidates for employment that are reflective of the community.
  • Provides leadership and direction to Human Resources staff in all areas of recruitment & staffing, employee benefits, developing and reviewing job descriptions, distributing and posting vacancy announcements, coordinating the selection process of employees, maintaining records, and processing leave requests.
  • Serves as an internal consultant to other departments on issues affecting staffing, classification, performance evaluation, position management, salary administration, and other HR-related issues.
  • Experience and skill in independently conducting employment-related investigations.
  • Develops, implements, and administers the management-labor relations area of the Human Resources unit to maintain effective labor relations with all employee groups.
  • Serves as the School Board's representative in all matters related to negotiations with local bargaining units.
  • Ensures that the school system remains in compliance with all relevant federal and state laws affecting employment, leave administration, wage and salary administration, teacher and administrator certification, disability issues, and negotiated agreements.
  • Collects data and analyzes trends pertaining to employee recruitment, retention, and recognition.
  • Evaluates the performance of Human Resources staff; ensuring that programs are congruent with the goals and objectives of Human Resources and the priorities of the District.
  • Prepares and administers the budget for the Human Resources unit; authorizes expenditures in accordance with established procedures; and prepares the annual budget within the District guidelines.
  • Initiates new Human Resources policies and procedures; amends existing policies and regulations to meet changing conditions, laws, and circumstances.
  • Works collaboratively with the Business & Finance Office on the administration of all payrolls and benefits, retirement systems, and other insurances and programs subject to federal and state laws and regulations.
  • Perform such other assignments and accept such other responsibilities as may be assigned by the Superintendent.

  • EVAULUATION: Performance of this position will be evaluated by the Superintendent on an annual basis.

    SALARY: In accordance with the State of Delaware and local salary schedules, based on experience and degree. Benefits package included.
