Position Summary
Are you a person that enjoys conducting financial analysis, evaluating costs and benefits, preparing recommendations, and helping to solve problems? The City Budget Office (CBO) is looking to hire a Financial and Policy Analyst (Financial Analyst I) to join our team. We are seeking a highly motivated and curious analytic thinker who is eager to apply their skills to conduct research and analysis on various financial, operational, and policy issues related to the City of Portland's budget. This position will collaborate closely with budget analysts and performance staff, Council, and bureau leadership throughout the city.

To Qualify
The following minimum qualifications are required for this position:
Ability to perform thorough analysis of complex financial, budgetary, policy, operational, and/or organizational problems, evaluate alternatives, and reach evidence-based conclusions and recommendations. Experience preparing clear, concise, and comprehensive reports, correspondence, and other documents involving technical, budgetary, and financial data in a manner appropriate to the audience. Ability to establish and maintain effective working relationships with Bureau/Office managers and staff, representatives of other governmental agencies, the public, and others encountered in the course of work. Knowledge and understanding of issues of racial and disability equity and the ability to assess potential equity impacts of policies or programs.

This position will collaborate closely with budget analysts and performance staff, Council, and bureau leadership throughout the city.
As a Budget and Policy Analyst you will:
- Conduct objective, and comprehensive analysis of bureau and program budgets, present findings, and make recommendations on the City's budget to bureau leadership and elected officials
- Influence policy decisions by translating large amounts of qualitative and quantitative data, operational, and financial information into concise written materials and oral presentations that succinctly summarizes budget and policy choices for City Budget Office leadership, City leadership, elected officials, and other involved stakeholders.
- Support complex Citywide processes, and projects related to financial issues, performance management, programmatic and operational decisions, budget development, and strategic program planning.
- Assist bureaus with budget development, including serving as a resource to City bureaus in your assigned portfolio
- Provide support to City Budget Office leadership and Council Office staff in supplemental and annual budget processes, including the Mayor's Proposed Budget. This includes providing recommendations and discussing key budget, policy and program considerations; researching issues, answering questions, following up on policy initiatives, acting as liaison to the bureaus; and assisting the Mayor in the development of final budget decisions.
- Contribute to performance management and process improvements efforts, including analyzing, tracking, and communicating complex performance measurement data and outcomes.
