Description

The Senior Payroll & Benefits Administrator will be responsible for leading and managing key HR functions including payroll processing, benefits administration, employee health and well-being initiatives, HR compliance, and the development of compensation and total rewards strategies. You will partner with our HR team and operations leadership to provide a comprehensive HR service that supports Comstock's mission while also taking a leadership role in strategic HR projects and initiatives.

Key Responsibilities

Payroll

Benefits and Total Rewards
  • Develop, implement, and administer benefit and compensation programs, ensuring the company's total rewards package remains competitive.
  • Administer Comstock's benefits program such as health, dental, vision, life, 401(k), leave of absence, disability.
  • Oversee benefit enrollment/changes and COBRA administration while monitoring payroll deductions.
  • Manage and reconcile all benefit and payroll invoices, reviewing and auditing them monthly.
  • Maintain and update benefits platform, related documents, and benefit links/documentation on the company network. Assist with annual open enrollment, including communication materials, benefit rate analysis, vendor relations, and enrollment processing. Ensure benefit compliance, including accurate filing of 5500s, ACA reports, and OSHA reports.
  • Ensure compliance with all applicable laws and regulations, including COBRA and ERISA
  • Administer the 401(k) Program, including deferral and loan changes, plan setup, and interface, as well as 403(b) loan and hardship withdrawal applications.
  • Administer the Wellness Program including planning and implementing events.
  • Conduct job analysis and market analysis to benchmark compensation levels and benefits against industry standards.
  • Manage leave of absence process, including administration of leave requests, such as FMLA, ADA, and Worker's Compensation, ensuring regulatory compliance.
  • Respond to employee inquiries regarding benefits and payroll in a timely and professional manner.


HR Operations and Compliance (15%)
  • Assist the Talent Acquisition team by supporting candidate screening processes, background checks, interviews and negotiations.
  • Process employee onboarding and facilitate new hire orientation.
  • Administer Rewards and Recognition Program
  • Assist in the development and implementation of HR policies and procedures.
  • Manage company's application for best workplace awards.
  • Respond to complex HR-related inquiries and provide guidance to employees and managers as needed.
  • Assist with employee relation cases.
  • Owner of all leave administration, including FMLA and ADA claims.
  • Evaluate and suggest improvements for HR policies, procedures, and programs based on trends, best practices, regulatory changes, and new technologies in human resources.
  • Support employee performance management processes, including performance reviews, goal setting, and disciplinary actions.
  • Ensure HR compliance by maintaining up-to-date knowledge of federal, state, and local employment laws and regulations, and implementing necessary changes or recommendations.
  • Continually identify and implement improvements for all processes/programs outlined in this position description, with a focus on enhancing process effectiveness and efficiency, streamlining operations, and adapting to changing organizational needs.


Skills, Knowledge and Expertise
  • BA/BS degree in Human Resources or related field
  • Five to Seven years of experience in payroll and benefits, preferably as an administrator
  • High level of proficiency with processing payroll using payroll systems, payroll resources and tools.
  • Proficiency in use of HRIS systems.
  • Demonstrated understanding of HR policies, procedures, laws, and regulations.
  • Strong leadership, analytical, and problem-solving skills.
  • High level of technical proficiency, particularly with Outlook, Excel, Word, HRIS database reporting, and benefit enrollment systems a must.
  • Comfort working with very sensitive data and able to maintain a high degree of discretion
  • Must be customer-focused and results-oriented
  • Must want to continuously learn and develop
  • Exceptional oral and written communication, active listening, and organizational skills
  • Extremely detail-oriented
  • Ability to establish strong working relationships with others in team setting
