The Position
THE POSITION:
The City Auditor's Office is seeking a detail-oriented, highly organized professional who can work independently to monitor, review, and ensure legal requirements and standards are met across Citywide contracts.

This position reports directly to the Business Operations Manager. The Analyst I provides guidance to City staff regarding procurement and contracting rules and procedures, and reviews and maintains accurate and complete contract data in SAP and TRIM. Additionally, this position reviews ordinances related to contracts, amendments, and other items submitted for the council agenda to minimize ordinance and exhibit issues such as errors on parties, amounts, and signatories.

Responsibilities of the Analyst I include:

  • Support the mission, objectives, and service expectations of the Auditor's Office;
  • Monitor and review City contract documents routed through SAP for completeness and ensure legal requirements and standards are met;
  • Ensure data in SAP conforms to contract terms;
  • Develop and update SAP and TRIM contract procedures;
  • Administer a process to archive contract documents in TRIM;
  • Review ordinances and exhibits related to contracts, intergovernmental agreements, and other items submitted for the council agenda to ensure appropriate approvals are included and ordinance and exhibits are set up correctly;
  • Archive contract insurance certificates;
  • Review and release purchase requisitions;
  • Other duties as assigned.
As the sixth elected official in the City of Portland, the Auditor is independent of City Council and accountable only to the public. The Auditor's Office ensures open and accountable government by providing impartial reviews and investigations, access to public information, and services to City government and the public. It employs over 40 people across six divisions.

Successful candidates will have:
  • knowledge and/or the ability to learn technology systems that include SAP, Adobe Acrobat Pro and TRIM;
  • knowledge and/or the ability to learn procurement code and compliance guidelines in the City charter that pertains to procurement and contracts;
  • the ability to communicate clearly both orally and in writing;
  • the ability to exercise independent judgment, problem-solve, and take initiative within established procedures and guidelines;
  • the ability to maintain accurate files and records.

Candidates must have at a minimum any combination of education and experience equivalent to the following:
  • Course work from an accredited college or university in quantitative methods, management, finance, accounting, business administration, public administration, or a related field;
AND
  • One (1) year of professional and responsible analytical or related work experience.
