Summary:
Provides professional consultative services for management of the PHP clinical pharmacy programs for all product lines. This includes development, implementation and management of clinical pharmacy programs, establishing protocols regarding appropriate disease state management, and participating in the development and delivery of continuing education programs. Coordinates clinical programs and services offered by the department including educational programs for members, providers, and PHP staff

Responsibilities
Responsibilities:
*Manages the Clinical Pharmacy department to assure the optimum and appropriate use of medications Trains and manages staff to provide individual provider feedback, education and recommendations on cost-effective drug prescribing. Assures delivery of educational programs for members to enhance knowledge, compliance, and cost effective therapy. Evaluates and improves the efficiency and effectiveness of the prior-authorization process.
*Develops and maintains positive relations with providers, customer/vendors. Serves as a liaison between the PHP Pharmacy Department and external organizations such as state medical societies, pharmacy organizations, CMS, Department of Insurance, Human Services Department and other MCOs to promote the best interests of PHP. Participates on Contract committee, evaluating pharmaceutical drug contracts to maximize savings while ensuring the best drugs for PHP patients.
*Works with the Operations Manager, Rebate Contracting Manager, PBM Audit and Oversight Manager, PBM and Pharmacy Director to ensure PHP strategies and goals are being met. Participates in the annual strategic planning process, which includes the development of all strategic objectives and tasks for the department, development and implementation of written work plans for all major tasks and tracking to ensure maintenance of timelines for completion is on schedule and developing contingency strategies if needed.
*Part D Project Coordinator
*Programs PBM system for the generation of CMS required weekly Pricing, Pharmacy and Formulary files. Ensures accuracy of the files and timely submission of the files to CMS.
*Participates in the creation of PHP Medicare Part D formulary, programming PHP Part D formulary into PBM system, maintains PHP Part D formulary, submission of PHP Part D formulary in CMS format to CMS.
*Play a key role in the Medicare Part D program. Serves as a resource to internal and external customers. Participates in CMS Part D User Group conference calls. Serves as the Part D subject matter expert regarding pharmacy benefits.
*Manages the evaluation of new drug therapy for possible inclusion on the formulary and authorization of non-formulary medication.
*Provides efficient, high quality, accurate, and cost-effective patient-focused pharmaceutical care.
*Provide leadership and strategic vision to manage the development of clinical pharmacy services provided by PHP.
*Manage, document and report outcomes of Medication Therapy Management program.
*Establish and implement clinical pharmacy programs.
*Provides individual provider feedback, education and recommendations on drug utilization patterns and on cost-effective drug prescribing.
*Provides educational programs for members to enhance knowledge, compliance, and cost effective therapy.
*Conducts drug utilization reviews and identify areas for improvement.
*Serves as a consultant in the development of Disease Management Pathways.
*Interacts with other PHP departments to provide assistance with their functions including marketing, enrollment, provider services, and other functions as indicated.
*Supports PHP efforts in regulatory compliance as these requirements or standards relate to the pharmacy department function.
*Set schedules for all clinical Pharmacists, including PTO coverage, On call coverage, Coverage while out of department and daily schedule of coverage for prior authorization.
*Performs weekly meeting to assess progress on all activities, including review of project plans.
*Resolves external issues brought to the department
*Monitors outcomes data and department measures, reports variances with coordination of efforts to correct.
*Performs other functions as required.
Qualifications

Doctorate degree in Pharmacy (PharmD.) or Registered Pharmacist (RPh) with extensive clinical experience. New Mexico Board of Pharmacy License required. Residency or equivalent experience. Five years experience in a Clinical Setting. Three to five years experience in supervisory role
