The Director of Clinical Strategic Sourcing reflects the mission, vision, and values of Sentara Health, adheres and complies with the organization's relevant policies, procedures, guidelines and all other regulatory and accreditation standards.

This position is responsible for directing all activities related to clinical products and services Strategic Sourcing functions, including developing an annual clinical category management strategy in consultation with the Manager, Value Analysis, Director of Procurement Analytics, Director of Contracting, Supply Chain Executive leadership, and appropriate stakeholders. This position implements Key Performance Indicators (KPI) in consultation with Supply Chain leadership. It provides leadership and advice to network colleagues regarding all aspects of sourcing, including compliance with network policies and procedures. This position contributes to implementing the Strategic Sourcing category strategy and achieving network savings targets. Position works closely with Supply Chain leadership to develop and execute well-defined business strategies, capitalize on unplanned business opportunities and ensure product selection processes are adhered too.

The Director of Clinical Strategic Sourcing is responsible for establishing, developing, and maintaining relationships with the hospital's strategic suppliers and service providers and key clinical stakeholders. This individual establishes and manages a portfolio of supplier agreements with key suppliers (total value approximately $1 billion) with the objective of standardizing and simplifying the procurement process, improvement of the product selection process, and identification of supply use variability thereby contributing to cost management and clinical outcome objectives.

  • Partner with other business areas within the health system to identify opportunities to develop an integrated system approach to procurement and product selection and eliminate currently siloed or fragmented processes;
  • Draft and negotiate purchase agreements that provide supplies, purchased services, and medical capital equipment to Sentara;
  • In collaboration with Legal develop, update and enforce Sentara's purchase order terms and conditions and their legal impact on the organization;
  • Assist Director of Contracting in the development and implementation of Sentara's contractual policies and procedures and business requirements ensure adherence to all legal provisions;
  • Partner with Value Analysis to maintain and improve and support all processes related to product selection by clinical stakeholders, decrease supply variability, and optimizing cost per case structures;
  • Partner with Sentara system leaders and clinical teams to understand and aide leaders in clarifying their business requirements, advise leaders on business risks, and represent overall business interests during vendor negotiations, while acting as an advocate for Sentara, striking the appropriate balance of pragmatic business terms and legal risk and achievement of clinical objectives;
  • Negotiate mutually agreeable business terms to ensure that user needs and overall Sentara goals are met; collaborate with Sentara Legal and Contracting to finalize legal terms when outside the accepted framework;
  • Communicate substantive contract legal provisions and potential business risks to Supply Chain Management Leadership and the broader Sentara leadership, as appropriate;
  • Develop and maintain long-term relationships with vendor corporate, legal, and contracting personnel to support Sentara's long and short term strategic goals;
  • Develop and maintain product utilization tools in conjunction with Procurement Analytics and Value Analysis to aid in product selection, identification of key clinical stakeholders and to measure compliance with supplier agreements and organization clinical objectives;
  • Identify and strategically pursue new corporate contracts with both existing and new vendors to support broader system initiatives;
  • Draft routine amendments, extensions, short form contracts, and other documents that utilize Sentara's standard contract templates;
  • Evaluate Short- and Long-Term Lease Agreements and Short Term Evaluation Agreements to ensure they comply with Sentara's policies;
  • Evaluate new, existing, and revised Group Purchasing agreements;
  • Evaluate and develop product categorization processes to ensure alignment with clinical and financial objectives;
  • Establish and maintain complete contract files, including vendor contacts, contract progression stages final executed agreements and supporting documentation;
  • In collaboration with Contracting obtain vendor agreement signatures as required, maintain contract records within Sentara's contract repository;
  • Conduct quarterly business meetings with key suppliers and key internal stakeholders to measure compliance with contractual requirements, performance against key performance indicators and to ensure supplier alignment with Sentara strategic objectives;
  • Ensure compliance with all Sentara procurement policies and identify and implement best in class procurement practices in compliance with Sentara policies.
