This is highly responsible executive leadership position performing administrative and managerial work directing and overseeing the activities, personnel and operations of the newly created Building & Facilities Services Department overseeing the Building Division, Fire Prevention Division, and Facilities Division. The Director will facilitate collaboration between the department divisions focused on improving systems, technology and processes and delivering service excellence to both internal and external customers. The Director will provide leadership, analysis, and strategic vision to advance the County's building & permitting process. The Director will provide strategic visioning, planning, leadership and direction, necessary to support comprehensive facilities management, capital projects and space allocation program to support the delivery of County-wide services at a variety of County facilities. Work is performed independently under the general direction of the Assistant County Administrator.

Essential Job Duties

  • Manage the development and implementation of newly formed department goals, objectives, policies, and priorities for each assigned division.
  • Monitors and evaluates the efficiency and effectiveness of permit review process and service delivery methods and procedures; and allocates resources as necessary.
  • Plans, directs and coordinates, through division managers, the Department's work plan, prioritize and assign projects, review and evaluate work methods and procedures.
  • Oversees/coordinates permit review process of all proposed development projects and
    reviews, including staff recommendations presented to various boards and commissions.
  • Responsible for space allocation and facility planning to meet the needs of the County.
  • Responsible for development and oversight of the annual budget and CIE for the Department.
  • Allocates staff to support the completion of capital improvement projects at County facilities.
  • Exercise technical judgment based on field experience relating to acceptable construction practices and public safety conditions.
  • Knowledge of the principles of fire protection, fire prevention, and public fire education.
  • Knowledge of the laws and regulations concerning fire inspection, and fire prevention in the State of Florida.
  • Knowledge and understanding of the National Incident Management System (NIMS) and the National Response Plan (NRP), as well as the Incident Command System (ICS).
  • Ability to accurately document findings; create and develop a plan for resolving safety violations.
  • Ability to read and evaluate building and site plans for compliance with all appropriate laws.
  • Knowledge of the building and mechanical trades as applied to maintenance and repair work.
  • Knowledge of the tools, equipment, and materials used in building and mechanical trades.
  • Knowledge of preventive maintenance procedures, occupational hazards, and appropriate safety precautions applicable to building maintenance.
  • Analyze and evaluate current permitting software system and makes recommendations for improvements.
  • Assess and monitor utilization of third-party providers and overtime usage.
  • Resolves conflicts between staff and general public.
  • Makes all hiring and termination decisions.
  • Plan and develop training and certification programs for staff.
  • Performs periodic on-site assessments of assigned projects. Makes recommendations for corrective actions, as necessary.
  • Ability to express oneself clearly, tactfully and concisely, orally and in writing.
  • Ability to estimate costs, labor, and materials.
  • Prepares and administers the department budget.

Typical Requirements

Education/Experience:

Bachelor's Degree in facility management, construction management, public administration, civil or structural Engineering, Architecture, or related field, plus at least ten (10) years of working experience in the building or construction field, or any combination thereof, with at least five (5) years in a supervisory position.

Licenses, Certifications, or Registrations:
  • Florida driver's license.
  • Certification as a Building Official per F.S. 468 is required.
  • Certification in Fire Marshal, Fire Plans Examiner or Fire Inspector required.
  • Certification in Property Maintenance preferred.
  • Certification in energy code, sustainability, or green building preferred.
  • Must have or be able to obtain within six months of hire certification in FEMA National Incident Management System (NIMS) course 100B, 200B, 700A and 800B.


Knowledge, Abilities, and Skills:

Extensive knowledge of construction methods, practices, materials and equipment as applied to approval of plans and specifications and the inspection of buildings and structures.

Familiarity with Florida Building Code (FBC) requirements and with federal, state and local laws codes and regulations.

Ability to interpret the FBC with tact and reasonableness.

Principles and practices of residential, commercial and industrial building construction including mechanical, electrical, and plumbing systems; and structures, as applicable.

Acceptable building and/or fire safety standards and methods.

Ability to plan, organize and implement division work schedules.

Ability to exercise sound judgement and make decisions.

Ability to establish and maintain cooperative relationships with contractors, developers, the general public, and public officials.

Interpret, explain, and administer departmental and County policies and procedures.

Must be able to communicate both orally and in writing.

Ability to research documents and draw conclusions.

Ability to speak effectively in public.

Experience with municipal budget review, preparation, and analysis.

Ability to handle correspondence and other administrative details.

Work is performed primarily inside an office environment, with occasional site visits.
