The City of Falls Church is seeking a full-time Principal Project Manager with significant experience in complex facility capital project scoping, construction, sustainable design and operations. The ideal candidate serves as a technical expert in planning, budgeting, scheduling, design, management and supervisory oversight of capital improvement projects. The incumbent will have experience in one or more of the following: mechanical, electrical, plumbing, low voltage, structural, fire protection, security upgrades, energy auditing, renewable energy, occupied space renovations, commissioning, and new construction.
Additionally, the successful candidate will directly contribute to the City's sustainability goals by overseeing renewable energy implementation, greenhouse gas emissions reduction, energy efficiency tracking, reporting, and policy development. Provides oversight of project scoping, facility energy usage, technical reporting, design, and construction to ensure compliance with the City energy plan.

Salary or Salary & Benefits: $125,000 - $145,000 per year, depending on qualifications. The salary is competitive and based on the background and qualifications on the successful candidate. Responsibilities:
Project Management Duties:
- Supervises, manages and mentors senior project manager(s), project manager(s) and junior staff.
- Establishes owner project requirements during project scoping and budgeting.
- Leads a diverse project team in management of capital projects from start to finish (Design & Construction).
- Coordinates and collaborates with multiple departments, engineers, architects, designers, subcontractors, utility providers, and others as needed to ensure satisfactory completion of projects.
- Provides oversight and review of proposals, bids, design documents, shop drawings, and technical specifications for compliance with project requirements.
- Oversees and reviews project financials such as cost estimates, budget tracking, change orders, claims, construction change directives, purchase orders, invoicing and pay applications.
- Examines project schedule and monitors project milestones to ensure timely project performance.
- Leads problem solving and solutions during all phases of projects for timely resolution.
- Prepares and makes presentations to Council, boards, commissions, community residents and city leadership.
- Coordinates projects with external sources such as legal, technical, financial, contractors, consultants, architects, engineers, suppliers, and vendors.
- Evaluates, mitigates risk and impacts to business operations due to work in occupied and secure spaces.
- Develops, negotiates, and enforces contracts, addenda and amendments throughout the life cycle of projects.
Climate and Sustainability Duties:
- Identifies opportunities for implementation of renewable energy alternatives such as solar panels, EV charging stations, fuel cells, and battery power during project scoping.
- Makes recommendations to internal and external stakeholders regarding sustainable energy products, materials, supplies, vehicles, and equipment.
- Tracks and measures facility energy usages on a monthly and annual basis.
- Creates energy usage reports for distribution to multiple departments and City leadership.
- Develops policies that support the City Energy Action Plan and Carbon Reduction Goals for implementation in purchasing, design, construction, operations, and maintenance of City owned assets.
- Researches applicable local, state, and federal financial incentives and tax reimbursements for sustainable building practices.
- Audits existing building energy usage for reductions in greenhouse gas emissions and energy usage.
- Manages consultants to ensure deliverables are consistent with organizational needs and goals.
Minimum Qualifications:
- Bachelor's degree in engineering, construction management, architecture, business or related field.
- At least seven years of related experience in engineering, design, or construction, with at least one year in a leadership role as a senior manager or a principal leading building construction projects.
- Experience interpreting utility bills for energy usage and reporting.
- Strong understanding of engineering and construction principles of building systems.
- Excellent written and verbal communication skills.
- Experience with Microsoft Excel, Word, PowerPoint, Project, Bluebeam, and Adobe.
- Able to read and interpret construction plans and specifications.
- Skilled at managing multiple tasks simultaneously.
- Prior experience working with a General Contractor, Engineering Firm, Owner Rep, Developer, Consultant or related field.
- Demonstrates excellent judgment regarding allocation of limited resources (time & money).
- Possess a valid driver's license.
- Capable of passing a criminal background check and driving record check.
Preferred Qualifications:
- LEED Certification, Engineer in Training (EIT), Professional Engineer (PE), Certified Construction Manager (CCM), Project Manager Professional (PMP), and/or any other related license or certification a plus.
- At least four years as primary lead on design, development, permitting, and construction management of building construction projects and/or building systems.
- Knowledge of Virginia Uniform Statewide Building Code and other applicable building codes and ordinances.
- Experience with planning, design, construction, operations, and maintenance of LEED certified buildings.
- Experience with commissioning and retro commissioning of new and existing building systems for compliance with energy efficiency goals.
- Familiarity with government procurement rules and regulations.
- Experience managing planning, design and construction of utility and civil projects.
- Strong understanding of American with Disabilities Act (ADA) Guidelines.
- Prior experience managing construction projects in secured and occupied buildings.
