The Health Mission Solutions is seeking a Program Manager, contingent upon contract award. Successful candidates will provide the day-to-day operational services and management for a data lake project including Azure cloud infrastructure, software, security, business process, and data management tools.
Candidates MUST be located in the United States for the current consecutive three years and be eligible to obtain a Public Trust level 5 clearance.

Responsibilities / Functions:
- Leads a team of IT and data professional in supporting a Data Lake project running on Microsoft Azure platform
- Collaborate with customers, stakeholders, and other contractors to support customer mission
- Requires ability to work under pressure and prioritize tasks to achieve project goals
- Responsible for scope, schedule and budget management within acceptable variance.
- Maintain project documentation and ensure status, risks and issues are kept up to date for project. Proactively keep assigned government project manager informed.
- Organize team, plan tasks, monitor progress, control quality, and take corrective measures if required to ensure success of projects
- Develop, maintain, and enhance Standard Operating Procedures and Service Level Agreement
- May serve as technical lead for assigned tasks or customer portfolio.
- Provides technical, administrative, and operational management of assigned projects, including contract and subcontractor management.
- Develops technical project plans, proposals, reports, and task order and administrative reporting.
- Reviews future project requirements and develops strategies for future work.
- May also perform high-level technical services on assigned tasks.
- Conducts planning and provides recommendations to client on task workload.
- Attends customer meetings and serves as primary client liaison for project execution.
- Interacts with vendors, other agencies, and other client staff on behalf of the client.
- Coordinates development of deliverable and products.
- Ensures quality assurance of project deliverable.
- Maintains current knowledge of Azure cloud and data platform technology
- Knowledge of Agile development methodologies and best practice and associated technology such as Jira or GitLab.
- Develop and maintain solution release schedules.
- Bachelor's Degree in a related business or technical discipline, or the equivalent combination of education, technical training, or work/military experience.
- Experience managing day to day operations of a MS Azure based large scale data lake and data services platform (receive, process, manage and release structured and unstructured data with millions of records per day)
- Familiar with Azure Databricks, Delta Lake, Data Factory, HD Insights, Alation and related technologies.
- Hands on experience with all aspects of data management such as governance, security, architecture, cataloguing, integration, wrangling, and quality.
- Experience managing and containing cloud operating costs
- PMP or equivalent project management credential
- 2 or more years of experience managing cloud and data lake projects
- 100% remote with occasional Leidos and customer onsite meetings.
Desired Skills and Experience
- Experience working in CDC or other federal agencies
- Familiar with CDC Data Modernization Initiative and North Star Architecture
- One or more relevant Microsoft Azure certifications
- Experience managing the Enterprise Performance Life Cycle process
- Previous experience working with CDC Data Collation and Integration for Public Health Event Responses [DCIPHER], Enterprise Data Analytics & Visualization Platform [EDAV], DataHub
- Experience applying AI/ML to improve technical performance and operational efficiency
