Job Summary:
Five Rivers Analytics is looking for a highly skilled and proactive Program Manager to oversee and manage program operations. In this role, you will ensure that all work and deliverables meet the highest quality standards and are completed are in accordance with the statement of work. You will also be responsible for providing timely updates and detailed reports to the Contracting Officer's Representative (COR) on the status and performance of contract employees, both daily and as needed. The ideal candidate will bring extensive experience in security-related fields, a proven track record of reliability and integrity, and strong expertise in personnel management, including minimizing staffing challenges. Responsibilities
Job Responsibilities:
- Acquires, develops, and manages project teams; oversee the staffing and personnel management within the program, including recruitment, training, and performance evaluation (supervise personnel); maintain and manage communication between all parties.
- Reports, manages workload oversight, and ensures the proper allocation of resources as needed; define, sequence, and estimate activities and resources.
- Ensures all contractual obligations are met, including deliverables, schedules, quality standards, performance and compliance requirements.
- Analyzes the operational security environment throughout Personnel Security Subdivision (PSS) (where contractor employees are concerned) and work closely with the PSS COR to ensure contractual obligations are being met.
- Provides risk management planning and perform qualitative risk analysis to ensure contract compliance.
- Oversees and implement quality control processes and contract compliance, and continuously monitor program performance.
- Identifies, assess, and mitigate risks associated with the program to minimize potential impacts on project success.
- Generates detailed performance reports and analytics to inform decision-making and improve program outcomes.
Qualifications
Minimum Qualifications:
- Top-Secret clearance with SCI eligibility
- Bachelor's Degree in a relevant field
- Must have 7+ years of management experience with a minimum of 4 years of experience in personnel security and a minimum of 3 years in industrial security administration.
- Expert knowledge of personnel and industrial security processes to include background investigations.
- Experience managing security staff.
- Experience with risk management including strong problem identification and problem solving skills.
- Ability to maintain a professional demeanor under highly stressful circumstances.
- Must understand operational methods of PSS.
- Must have excellent computer skills using Microsoft Office, etc.,
- Excellent written and oral communication, risk-management and problem-solving skills.
Physical Demands:
- Work is performed in an office environment. Required to stand, walk and sit; talk or hear, both in person and by telephone. Required to use a computer throughout the work.
