Job Description:

The government requires tutoring/instruction services to guide, mentor, and train-the-trainer GCC/FCC and Service staff as applicable to address capability gaps related to the planning and integration of OCS into current and future operations. This position will provide the training and curriculum materials to integrate OCS in the present force and propose a full spectrum doctrine, organization, training, material, leadership and education, personnel, and facilities (DOTMLPF) and capability solution framework to deliver more responsive and accountable OCS for the warfighter. Mentors will be embedded with defense components who request support to work with them IN the business on a day to day basis as well as ON the business to improve capabilities in the long run.

Deep expertise in OCS is not necessarily required, but applicants who are not as familiar with OCS must have deep experience in Defense Logistics, Planning, Contracting, or related areas and an ability to learn quickly from Technical Assent's existing OCS SMEs to effectively mentor government personnel in this area.

The successful candidate will have:
  • Recent and relevant operational or logistics experience in one or more of the following areas: Joint Staff, Joint Task Force (JTF), or Service component command experience in planning or managing logistics support to military forces in overseas military operations or joint exercises,
  • Experience in military operations planning in a joint or Service component environment to shape, develop, draft or review operational orders, plans, annexes, and appendices that integrate logistics support.
  • Experience in, or working closely with, one of the following Joint Staff Directorates: (J-3) Operations; (J-5) Plans; (J-4) Logistics; (J-7) Force Development; or (J-2) Intelligence, or OSD or military Service equivalent organizations.
  • Strong interpersonal skills and ability to interact with senior staff officers. The purpose of such interaction is to persuade, motivate, influence, justify, negotiate, or resolve operational planning matters involving logistics, and operational relevance.
  • Proficient in oral and written communications. The candidate must be skilled at writing concisely, expressing thoughts clearly, and developing ideas in logical sequence.
  • Experience in five or more of the following operational areas: Knowledge of Logistics operations (that may include transportation, movement, deployment, engineering, petroleum, munitions, maintenance, supply, medical, sealift, sustainment, salvage).
  • Demonstrated ability and experience in conducting rotational training events on Joint doctrine combat operations, equipment and staff. Demonstrated knowledge and experience with Universal Joint Task List, Joint Mission Essential Task Lists and MTP.
  • Knowledge and experience in Doctrine for apportionment, allocation, and employment. Experience in C4I systems and interfaces, including data and control. Knowledge and experience with combat systems support training. Knowledge and experience with communications and information systems training. Knowledge and experience in emerging doctrine and tactics, techniques and procedures associated with Counterinsurgency operations and Irregular Warfare.

Role Responsibilities:
  • Develop and maintain curriculum to be delivered live or online via MS Teams to teach military and civilian staff about how to effectively plan for and manage contractor personnel in operations
  • Deliver curriculum
  • Participate in Joint Exercises and war-games to represent OCS Equities and develop OCS Capabilities
  • Update and maintain the Universal Joint Task List
  • Support integration of OCS into professional and leadership training for the military
  • Review campaign and operational plans and orders and recommend improvements based on applicable policy and laws as well as best practices
  • Support reporting of OCS readiness
  • Support risk assessments and integration of relevant analyses into the Joint Strategic Planning System
  • Developing and distributing meeting minutes, briefings, notes, and reports
  • Review policy, doctrine, and other key guidance and provide feedback
  • Facilitate formal coordination of documents and other taskings via DoD formal tasking systems; facilitate comment review, adjudication, and incorporation for documents as needed
  • Event planning for in-person and remote working groups, conferences, and other events

Minimum Qualifications:
  • Bachelor's degree in a related discipline with 8+ years of relevant experience OR a Master's degree in a related discipline with 4+ years of relevant experience
  • Proficient in Joint Logistics, Joint Planning, Operational Contract Support, or Vendor Threat Mitigation
  • Top secret security clearance
  • Curious and open-minded approach to work

  • Engage with technology-with comfort and ease (PowerPoint, Word, Excel, Teams, Monday, Slack, etc.)
  • Excellent verbal and written communication skills
  • Ability to obtain and maintain a Public Trust security clearance

Job Location and Travel Expectations:
  • Must reside in Washington, DC or Tampa, Florida for the role
  • Travel: Up to 25%
