Nursing Clinical Support Manager Pediatrics
Reports to: ADON
POSITION SUMMARY
The Nursing Clinical Support Manager (NCSM) is responsible for ensuring efficient operations of the nursing department, and the daily clinical services offered, with a focus on delivering high-quality patient care through the Team Based Care model. The NCSM ensures Care Teams have adequate well-trained staff, provides consistent coaching, mentoring, and practical support to the nursing teams. The position directly supervises the per diem staff, students, and interns as well as works with the charge nurses and their teams. This person is responsible for supporting the department's clinical vision by participating in orienting, training, development, and supervision of the nursing staff in the adult medicine/Pediatric department. They establish effective patient care processes and workflows, in collaboration with operations and medical leadership. They aid in development of policies and procedures that support the provision of quality and timely patient care services; makes recommendations for effective staff, and space utilization, and ensures that clinical operations are conducted to support the Patient Centered Medical Home model.
This position optimizes the efforts of staff to ensure efficient patient flow through the clinic and supports the Care Teams in achieving set goals for quality care, capacity utilization, and patient satisfaction. A member of the Management Team and, together with the charge nurses, ADON, and DON, plans for future program development and expansion of services in the nursing department. This role is divided between clinical and administrative responsibilities. He/she is expected to maintain clinical practice, assist nursing leadership with development of workflows, participates in epic building, vaccine management, equipment management, and billing and budget knowledge. The NCSM will serve in supporting operational initiatives, and ensuring the clinic operates smoothly and efficiently and is an exemplary model, for both staff and patients, for professionalism, respect, customer service, compassion, and the values of equity and inclusion.

The Nursing clinical operations support manager works in a community health center in a downtown business district. Long hours are sometimes required. On-call coverage is generally required, frequency depends upon specialty.
PHYSICAL REQUIREMENTS:
Physical demands requiring lifting of small pieces of equipment, boxes, and/or assisting with patient lifting, not to exceed 50 pounds. Mostly standing and walking are required. Visual acuity sufficient for frequent reading. Hearing acuity sufficient for holding conversation with or without assistive audio devices.

PRINCIPAL DUTIES AND RESPONSIBILITIES:
- Assists in training qualified and committed CHW's, Medical Assistants, LPNs, and RNs to the health center and supervises their clinical practice.
- Assists all other members of the nursing staff at BNHC at all sites. Ensures that opportunities for professional development and continuing medical education are available. Ensures that productivity expectations are met and that quality-of-care standards are kept.
- Assists nursing leadership in clinical preparation for accreditation surveys. Ensures Joint Commission, DPH, and other legal and regulatory standards are maintained.
- Maintains effective communication with all staff supervised. Gathers their input on issues and ideas. Regularly communicates information from management and other meetings to the medical staff.
- With input from staff, assists ADON in developing and updating written annual plan for the department, including goals and timetables.
- Assist with ensuring staff compliance with HIPAA Privacy and Security Regulations on an ongoing basis through staff monitoring.
- Monitor department medical and office purchasing.
- Oversee daily clinic operation management - staffing, medical waste, scheduling, billing, registration, front office, and back-office functions.
- Ensure compliance with current healthcare regulations, medical laws, and ethics.
- Manage equipment, supplies, and vendor relationships.
- Assist with performance review of all support staff.
- Identify, recommend, and implement practice needs: staffing, services, equipment, and facilities.
- Facilitate meetings: establish agenda in consultation with physicians; prepare data for meetings; contribute to decision-making.
- Responsible for executing projects/changes as directed by the team at management meetings
- Covers for any charge nurses on LOA
- Assist with ongoing Quality Improvement activities throughout the nursing department This includes, but is not limited to conducting Joint Commission tracers, serving on QI teams and committees as needed, assisting with staff education, and performing data reviews.
QUALIFICATIONS:
- Experience with or a strong interest in addressing the health care needs of low-income disadvantaged populations.
- A commitment to community empowerment; sensitivity to and respect for the cultural differences of the patient population.
- Ability to develop and collaborate with a multi-disciplinary team members
- Supervisory skill in integrating professional clinical staff needs with the organization's goals.
- Is career-driven and has strong leadership and mentoring skills. It is important that they have managed clinical care teams that include RNs,
- Working knowledge of applicable regulations and state and federal laws
- Computer skills and high competence with Microsoft Outlook, Word, Excel
- Effective communication skills with proven track record of success working with cross-functional team.
- Adaptable and able to function in a fast-paced, highly fluid startup environment.
- Three years' experience working in a community health center setting as a RN, or charge nurse, reflecting a steady increase in responsibilities and peer mentoring ability. Experience working in a highly service-oriented environment where metrics and measurement tools are leveraged to assess results, experience with managing budgets.
- Current first aid and BLS/CPR certification.
SKILLS & KNOWLEDGE:
- Knowledge of standard healthcare practice policies and procedures.
- Experience of working on computers and knowledge of Microsoft Office software products.
- Ability to work with practice management and EHR software.
- Knowledge of healthcare terminology, procedures, and practice. Knowledge of HIPAA regulations.
- Excellent verbal QUALIFICATIONS and written communication skills.

CORE JOB RESPONSIBILITIES:
- Support Charge nurses in ensuring appropriate delegation of Care Team tasks.
- Act as the go to resource for the MA, LPN, RN and Charge nurses regarding clinical practice, policies, and procedures.
- Ensure clinic quality control logs are complete and accurate on a daily basis.
- Daily monitoring of operations data to ensure ongoing maximum capacity utilization.
- Responsible for oversight of Vaccine management in adult medicine and OBGYN
- In collaboration with colleagues, plan for and lead regular site meetings Participate in the development and implementation of policies and procedures.
- Assist Operations Manager with maintaining department costs within budget levels, including staffing, facility maintenance, and purchasing.
- Responsible for the training; coaching and skills development; retention; and daily supervision of medical assistants, LPNs and RNs
- Coordinate with lead Medical Assistants to assist with the development and expectations of this role.
- Collaborate with QI Team and charge nurses to set standards which promote Mas and nurses working to the top of their certification and within the MA, LPN and RN Scope of Practice
- Collaborate with manager colleagues in the supervision of other team members, students, volunteers, and externs/interns.
- Mentor and coach staff within sphere of influence and maintain accurate and timely documentation of staff performance issues.
- Complete Annual Performance Appraisal for all supervised staff
- Lead and influence change management in collaboration with leadership colleagues.
- Partner with site leadership and colleagues in other departments to develop a culture of collaborative teamwork, problem solving, positive communications, engagement, and flexibility.
