GENERAL PURPOSE:

The Systems Administrator is responsible for the implementation, design, and maintenance of the systems for the Center; integrating new applications and technology to support the Center and maintain CJIS and industry security standards; and provide support and services to internal operations and administrative staff to ensure they have the tools to perform their duties efficiently.

ESSENTIAL JOB FUNCTIONS:
  • Manage, maintain, monitor, test, and troubleshoot the Center's information technology and computer systems including servers, cloud, applications, databases, storage, desktops, and all aspects of the IT infrastructure.
  • Manage system/server resources including performance, capacity, availability, serviceability, and recoverability.
  • Manage, maintain, monitor, test, and troubleshoot messaging and collaboration systems.
  • Configure automation routines using scripting and other programming languages.
  • Perform monitoring, alerting, and resolution of all mission critical services.
  • Security update maintenance for all systems, applications as necessary.
  • Plan, execute, and verify data redundancy and system recovery procedures.
  • Troubleshoot, resolve, and conduct high-level root-cause analysis of support issues and service interruptions.
  • Troubleshoot hardware/software interface and interoperability problems.
  • Understand and abide by current Criminal Justice Information Services (CJIS) security policy as it relates to system security and CJIS data.
  • Assists in other areas within the Technical Department and Facilities as needed, maintain understanding of various areas with the department and participate in a 24/7 on-call rotation.
  • Performs related work, special projects or other duties as assigned.


KNOWLEDGE, SKILLS & ABILITIES:
  • Knowledge of programming languages, scripting languages, operating systems, storage arrays, authentication mechanisms, enterprise backup and recovery, system performance-monitoring tools, active directories, and virtualization.
  • Knowledge of systems administration best practices and standards for configuration and troubleshooting.
  • Knowledge of virtualization technologies and virtual machine development and maintenance.
  • Knowledge of principles and methods for integrating system components
  • Knowledge of cybersecurity frameworks such as NIST.
  • Knowledge of endpoint management and security.
  • Knowledge and ability to apply troubleshooting techniques.
  • Knowledge of virtualization using such as VMWare and vCenter.
  • Knowledge in certificate authority and PKI management.
  • Networking knowledge including OSI layers and protocols.
  • Knowledge of PowerShell scripting.
  • Skilled with infrastructure and cloud design and implementation.
  • Skilled at conducting high-level root-cause analysis of service interruptions and establish preventive measures.
  • Skilled with Identifying and accessing management technology including single sign on (SSO) and multi-factor authentication (MFA) using various identity providers (IdP).
  • Skilled in Cloud architecture and management in Azure and AWS, M365.
  • Skilled in database management high availability configurations.
  • Strong interpersonal, verbal, and written communication skills.
  • Self-motivated, able to perform tasks, and make decisions with minimal supervision.
  • Ability to communicate with technical and non-technical employees.

  • Ability to learn new technologies and assimilate new information quickly.

  • Ability to create clear and concise technical documents that adhere to established standards.
  • Ability to handle and manage multiple projects, assignments, and priorities.
  • Ability to work in a highly fluid environment, with rapidly changing requirements.
  • Ability to respond to crisis situations in a methodical way and prioritize tasks effectively.
  • Ability to become familiar with, follow, and support the Center's mission, vision, and guiding principles.


REQUIRED EDUCATION AND EXPERIENCE:

  • Three (3) years of experience in system administration.


OR;
  • An equivalent combination of relevant education and experience which would demonstrate the individual's knowledge, skill, and ability to perform the essential duties and responsibilities listed.

LICENSES AND CERTIFICATION:
  • ACCESS certification for 30 days
  • Washington State Driver's License


PHYSICAL DEMANDS AND WORK ENVIRONMENT:

Work is performed in a typical office environment, which includes a technical workstation, a computer room with a controlled environment, as well as working with internal and external customers onsite. The noise level is usually moderate with frequent interruptions. Ability to travel, sometimes overnight by car or aircraft.

While performing the duties of this job, the employee is regularly required to sit for extended periods of time; use dexterity of hands and fingers to operate computers, keyboards, handle or feel; and talk and hear. The employee is required to type on keyboard for extended periods of time. The employee is occasionally required to stand; walk, reach with hands and arms; climb and balance; and stoop, kneel, crouch or crawl. The employee must occasionally lift, carry, and or push up to 50 pounds. The employee is required to see, specifically to include up close, distance, color, and peripheral; depth perception and ability to adjust focus.
