Responsibilities:
Independently function in a senior-level contract specialist capacity
Carry out pre-determined and recurring cradle-to-grave contract planning, negotiation, administration duties. Functions may include:
Acquisition planning
Proposal solicitation preparation
Market research/analysis
Selection and administration of terms and conditions
Evaluating quotations/proposals.
Performing price negotiation
Sources selection and decision documentation
Notifying, and debriefing unsuccessful offerors
Answering protests to the agency or GAO
Preparation and execution of bilateral and administrative contract modifications
Exercising options and contract extensions
Evaluation of performance
Working in concert with the Contracting Officer's Representative (COR) for performance related issues
Contract termination
Contract closeout
Simultaneously manage, coordinate and pursue multiple, complex acquisition-related projects and actives.
Ensure compliance with the Federal Acquisition Regulation (FAR)
Experience/Qualifications:
Approximate Years of Contract Administration Experience: 9+
Education (Desired): BA/BS
Clearance: Current or past Public Trust Clearance or higher level of clearance
Must reside in the greater Washington, DC area
Possess knowledge and experience of the principles of the federal acquisition lifecycle: planning, pre-award processes, contract administration, and price/cost analysis techniques.
Possess extensive knowledge and experience with fixed price and cost reimbursement/cost sharing contracts and review of claims and equitable adjustments.
Must be well versed on the Federal Acquisition Regulations, specifically the FAR Part 8, 12, 13, 15 and 19.
Possess strong communication and analytical and writing skills with attention to detail.
Experience with: Cost Reimbursable, Firm Fixed Price (FFP), Time & Materials (T&M), Labor Hour, Indefinite Delivery Indefinite Quantity (IDIQ), and GSA FSS contracting.
Highly desirable for the individual to have one of the following certifications:
