Position: Project Manager - Airline Terminal Improvements Delivery Director
SynopsisThe Airline Terminal Improvements Delivery Director reports to the TDIP Deputy Program Executive and is ultimately responsible for managing the scope, schedule and operational interfaces of all construction-related activities for TDIP's airline terminal improvement projects. The characteristics of the candidate must include a complete understanding of airport terminal functions and assets (i.e. passenger processing, baggage processing, airline operations above and below the wing, concessions, landside functions, and aircraft/apron requirements). The individual shall be driven to "think outside the box" and be able to lead and collaborate with large groups to find solutions to problems while never losing focus on cost, schedule and quality.Project and Position DescriptionThe Airline Terminal Improvements Delivery Director shall control and monitor the overall macro picture of all construction and logistics activities, while the project managers with their respective teams manage the day-to-day project activities. The Airline Terminal Improvements Delivery Director will be focused on schedule certainty, budget delivery and making sure that construction work meets the required quality standards while enforcing a strong health, safety, and environmental culture on the program. The Airline Terminal Improvements Delivery Director will ensure the development and implementation of construction, testing, commissioning, turnover plans, impacts to the operations of the airport will be controlled, and risk mitigation for construction activities will be optimized. The Airline Terminal Improvements Delivery Director is also responsible for the design evolution of the project but will rely on and leverage the Terminal Improvement Design Director for the management of the deliverables of the design.
The Airline Terminal Improvements program includes major projects performed by tenants and acquired by LAWA upon completion of the work. The tenants in turn hire a program management team and the tenant procures and manages the design and construction contracts. Terminal 4/5 Modernization is an example of a tenant acquisition project. The Tenant-Focused program also includes LAWA-managed renovation projects including Terminal 4 Baggage Handling Project and the Baggage Optimization Project Phase 2.Key Job Duties Monitoring of all the construction activities of the TDIP Airline Tenant Improvements program to ensure that work is completed on time and on budget and meets all applicable codes and standards Ensuring implementation of a quality assurance plan and monitoring of all construction activities with a robust quality control process for all construction phases of the projects
Overseeing, managing, and mitigating risks of technical construction interfaces between projects, contractors, and third parties
Supervising and guiding the project teams in conjunction with the TDIP leadership and project managers of the Airline Terminal Improvements program
Implementing, supervising, guiding, and monitoring of the logistics activities during all construction phases of all projects of the Tenant-Focused program, both with reference to construction, operations, and maintenance aspects.
Overseeing, implementing, supervising, and monitoring testing and commissioning
Monitoring dispute resolution for all LAWA inspection deviations
Facilitating the flow of information between the Airline Terminal Improvements program and the other various LAWA projects (currently ongoing and those in the planning phase) and the various divisions/groups within LAWA (TDG, CDD, CALM, etc.). i.e.: technical liaison with and between all TDIP project teams
Identifying and resolving potential problems related to design and construction activities between the various TDIP Airline Terminal Improvements leases and contracts and other LAWA projects
Reviewing and commenting on design plans and technical documents related to constructability and logistics
Assisting in risk management and mitigation for the Tenant-Focused program to facilitate the schedule and support cost containment
Evaluating activities affecting traffic both within the CTA and regionally around the airport in support of the CALM group, including coordinating traffic analysis for temporary and permanent configurations. Supporting scheduling activities, including the coordination of the Airline Terminal Improvements program schedule with the schedules of other LAWA projects affecting the program
Facilitating interface coordination meetings among the project teams
Working with the project teams to verify that all interface elements and the integrated system are functioning as expected
Monitoring schedule progress and anticipating potential issues that may affect key milestones
Developing, tracking, and managing the sequence of work for the various Airline Terminal Improvements projects
Coordinating quality and safety requirements with LAWA Inspection
Estimating (supported by the TDG estimating team)
o Coordinating review of design-builder estimates on LAWA-managed projects for contractual compliance and, where required, alignment with fair market valueo Coordinating the provision of conceptual estimates for new scopes of work
o Coordinating assistance to project managers with change order negotiation and preparation of records of negotiation
o Ensuring citation and record of pricing sources used in preparing estimates
Hardware/Software Knowledge
Proficient in Microsoft Office Suite and Bluebeam
Familiarity with Project Management Information Systems
Ability to work in CAD or REVIT a plus
Professional Experience Level/Other Qualifications
15 years or more experience, preferably on airport projects
Has demonstrable specialized experience / area of expertise
Experience with projects more than $250 million in value.
Experience with various delivery methods, including Design-Bid-Build, Design+CMAR and Design/Build
Proven ability to perform in a management capacity
Excellent written and oral communication skills and a thorough knowledge of industry practices and regulations
Must have a self-starter attitude with proactive, results-oriented focus; and willing and capable to assume additional responsibilities
Must be able to interface with a variety of people with different technical levels and educational backgrounds
Must be detail oriented and highly organized
Education/Training
Bachelor's degree in architecture, Aviation, Business, Engineering, Construction Management, Planning or another related technical field required
Master's degree preferred
Relevant professional licensure and/or certification are strongly preferred. Certifications may include AAAE, LEED, PE, PMP, AICP, etc.
