Marketing Statement:

Metro is seeking to fill a position of Sr. Manager, Human Capital Solutions to join our exceptional team at Washington Metropolitan Area Transit Authority. The Sr. Manager, Human Capital Solutions will act as a subject matter expert on workforce planning and competency management/modelling processes and will and guide the full scope of workforce planning analysis (supply, demand, gap analysis; workload modeling and forecasting, etc.) and competency architecture development and integration into key human capital processes.

This position will provide input into short and long-term workforce planning processes using business data and workforce metrics and coordinating workforce planning activities across the organization. The successful incumbent will empower and support key partners and stakeholders to leverage data insights into decision-making by enabling the use of specific data and technologies. The Sr. Manager will also engage with business leaders in ensuring accurate workforce-related decisions as well as will assist in the development, updates, and execution of WMATA's human capital plans.

A successful candidate for this position will have an exceptionally strong background in human capital metrics analytics and knowledge of workforce planning methods and methodologies.

MINIMUM QUALIFICATIONS

Education
  • A Bachelor's Degree in Business Administration, Human Resources, or the Behavioral Sciences.

Experience
  • Minimum of eight (8) years of progressive experience in Human Resources, including a minimum of six (6) years of direct multi-discipline, Workforce Planning, Forecasting, Talent Management or related work experience in organizational design, people analytics, or HR business partner activities. Also, must include three 3 years of experience managing direct reports. Must have proven ability to work collaboratively, lead discussions, and gain the trust of leadership; experience in the design and delivery of workforce development programs having organization-wide impact; and strong technical skills with Excel (including PivotTables and macros) and PowerPoint, and ability to manage tools and processes.

Preferred Qualifications
  • A Degree in industrial-Organizational Psychology, Business Administration, Human Resources, or the Behavioral Sciences.
  • Professional certification, such as Society for Human Resource Management - Certified Professional (SHRM-CP)

SUMMARY

The Senior Manager, Human Capital Solutions, is responsible for the overarching strategies, standard operating procedures and the day-to-day service delivery effectiveness of the Washington Metropolitan Area Transit Authority (WMATA)'s Human Capital Plan and Talent Strategy. The incumbent will support research on Talent Supply and Demand in support of headcount and hiring planning as well as organizational design efforts. In collaboration with the Director, Human Capital Solutions, this senior management role sets the direction of Human Capital Functions to include: Workforce Planning and Forecasting/Position Management, and other Human Capital Initiatives such as Succession Planning, High Potential Talent Development, Organizational Development and Workforce Engagement.

ESSENTIAL FUNCTIONS
  • Provides day-to-day management and oversight for human capital planning strategies, initiatives and strategic solutions.
  • Participates in client leadership meetings and strategy sessions; regularly provides workforce planning updates, advises and consults on all workforce planning and human capital matters, etc.
  • Drives the development of a workforce strategy, planning processes, and tools that support building an adaptive, agile workforce.
  • Serves as a subject matter expert to the business by providing talent supply and demand analysis that promote the development of future talent pipeline building.
  • Collaborates across the organization with business leaders and internal partners to assess planning needs and ensure consistency in the implementation of strategic activities.
  • Develops program timelines and milestones in connection with all other critical HR programs.
  • Documents processes, process maps, and governance models to ensure clear roles and responsibilities, handoffs, and outcomes.
  • Provides real-time support to key stakeholders, including consulting and resources, throughout key objectives and deliverables of the process.
  • Analyzes workforce data and draws insight regarding workforce themes, gaps, and focus areas to provide recommendations and guide follow-up actions.
  • Solicits feedback from clients regularly to ensure a high level of client satisfaction.
  • Supports Human Capital initiatives and key projects.
