ROLE Overview:
Senior Director Student Support and Family Engagement works in collaboration with the Deputy Assistant Superintendent, School Support, to develop a comprehensive strategy and implementation of all family, community and student engagement initiatives.
The Senior Director of Student Support and Family Engagement provides data informed, forward thinking, and research practices for the programs and services with a purpose to engage in fulfillment of the District's mission and vision.
Senior Director Student Support and Family Engagement is responsible for leading and supporting alignment with student and family and community organizations to improve overall outcomes. Additionally, the Senior Director is the primary supervisor for family and community initiatives and managing the Family Operations Coordinators (Parent Liaisons).
MINIMUM REQUIREMENTS
ESSENTIAL DUTIES AND RESPONSIBILITIES
Serve as a thought partner and counsel to the Deputy Assistant Superintendent, School Support, as a member of the Department of School and Student Support.
Develop and oversee implementation of the District's strategic direction for delivering efficient and effective programs and services to meet the health, culture, climate needs of our students and families in alignment with the District's mission, vision, and goals.
Provides ongoing coaching and professional development to staff
Ensure each school's ASP includes parents and community representation as recommended in ESSA's meaningful stakeholder engagement requirement.
Supervise and develop a system of programs, initiatives and strategies to inspire the Office leaders to use data informed, evidenced based, equity focused, positive behavioral intervention and supports, and multi-tiered systems of supports initiatives.
Collaborate with alternative programming leads to meet the needs of students in the program, and their families.
Collaborate with district departments, community agencies, and institutions of higher education to promote efficient and effective social emotional, family engagement, wellness, positive student behavior, and student attendance outcomes.
Oversee the convening of regular meetings with the health services community organizations.
Oversee the convening of regular meetings with the social emotional learning community organizations.
Prepare and deliver reports and presentations related to efficient and effective delivery of Office programs and services to the district and school leadership and staff.
Establish and maintain effective and positive working relationships with key district staff, governmental agencies, school districts, local education organizations, community groups, and other stakeholders in support and furtherance of the Office's efforts to maximize program and service effectiveness.
Monitor and incorporate emerging and best practice research on educating the whole student; engaging families; and improving social emotional learning across district schools.
Analyze and use data to inform decisions to develop and implement strategic, continuous, and action plans to improve programs and services.
Develop, implement, and monitor key performance indicators and dashboards aligned to the District's strategic direction and priorities.
Attend Board meetings as needed and prepares agenda items, reports and technical information to the Board as requested by the Deputy Assistant Superintendent.
Serve on external community committees in furtherance of the District's mission and vision.
Consult with the Deputy Assistant Superintendent, School Support, on planning the Board's Regular Board Meeting slides and the Board Title I agenda items.
Develop and/or finalize exhibits and documents to be presented at meetings as requested by the Deputy Assistant Superintendent, School Support.
Perform duties in a professional, ethical and responsible manner as defined in the District's code of conduct.
Collaborate with the Enrollment team to support the enrollment and registration process at schools.
Perform such other tasks and assume such other responsibilities as may be assigned or delegated by the State District Superintendent of Schools or designee.
Family and Community Engagement
Supervises District's Family Operations Coordinators
Drive the achievement of positive outcomes in the Office of School and Student Support-Family and Community Engagement, related to family and community engagement.
Plans, assigns, reviews, and evaluates the quality and quantity of the work performed by family and community engagement and human services staff.
Work in collaboration with the Deputy Assistant Superintendent, School Support, to create, implement and monitor a district family and community engagement framework that aligns with the goals of the Office of Student Support and the Dual Capacity Framework for Family and School Partnerships.
Oversee the planning and implementation of monthly meetings with the team members working directly with school leaders, educators, counselors, parents, guardians, families, and attendance team members.
Ensure all Title I funding is appropriately spent on allowable expenditures that support and strengthen the capacity of families to navigate the district and understand the instructional program.
Ensure Title I compliance; including the development of the District's Parental Involvement Policy, Parent Compacts, Right to Know letters, and the Annual Title I meeting with the collaboration and feedback of stakeholders in a meaningful way.
Ensure each school has an active Title I Parent Advisory Council.
Oversee and ensure the effective operation of a District Parent Advisory Council.
Collaborate with the Deputy Assistant Superintendent of Special Services to ensure the District has an active Special Education Group (SEPAG).
Collaborate with the Deputy Assistant Superintendent of Special Services to ensure the District has an active Bilingual Parent Advisory Council (BPAC).
Monitor and support the District's Academic Parent Teacher Team and Student-led Conference process; including training new staff.
Provide hands-on management of Family Operations Coordinator district-wide, including providing regular feedback, coaching and direct support to ensure all team members are operating at a high level.
Collaborate with the Deputy Assistant Superintendent, School Support, and implement a plan to align the community organizations dedicated to improved social emotional learning, parent engagement outcomes and professional development in service of our students and families.

MINIMUM REQUIREMENTS
- Master's degree from an accredited college or university
- At least 5 years of supervisory work experience in a similar position related to student services and family and community engagement, preferably working in settings that serves low-income students and communities
- Previous experience working within a school district, non-profit and/or community organization boards with a strong focus on urban communities and youths preferred
- High degree of expertise, experience and track record of success with stakeholder management skills
- A valid driver's license as well as current insurance and vehicle with valid registration
- Required criminal history background check, physical, and proof of U.S. citizenship or legal resident alien status
- Exceptional interpersonal skills and strong verbal and written communication skills
- Ability to collect and analyze data to drive improvement
- Demonstrated intermediate experience with Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint; G-Suite, Publisher and report-writer experience preferred

McKinney Vento Responsibilities
- Supervises District's representative on all matters related to student population, to include but not limited to students identified as homeless (McKinney Vento Act) by informing stakeholders on the progress of key initiatives and gathering input on how to best address challenges.
- Ensure the District's approach to the homeless population is in full compliance with federal and state law and district policies.
- Supervise the Senior Manager of Families and Youth in Transition providing support management, including providing regular feedback, coaching and direct support to ensure the Senior Director is operating at a high level.
- Ensure federal and state compliance to the McKinney Vento Act.
- Supervise the Human Services Department ensuring students and families experiencing homelessness are identified and supported.
- Oversee the appropriate management of the McKinney Vento budget and the successful implementation of all grants associated with the McKinney Vento Act.
- Evaluate the effectiveness of Human Services programs and prepare reports for a variety of audiences.
Student Placement and Services
- Monitor student progress toward graduation and post secondary enrollment, providing support to maximize student success.
- Support with scheduling for all district students, and arranges conferences with staff to monitor graduation tracking.
- Support with developing and implementing program goals and strategies which are integrated with the school's academic plans.
- Support the regular communication with staff, and administrators to facilitate the attainment of program objectives.
- Monitor progress and adjust plans or targets as needed.
- Stay informed of emerging trends in student services and look for opportunities to address these trends in program goals.
- Support the oversight of the student enrollment progress in the schedule of classes and curriculum.
- Support plans and administer communications programs to publicize student services.
- Develop communication messages and monitor the development of written materials and staff presentation guides to ensure consistency in the delivery of information.
- Plans outreach strategies to make students and other constituencies aware of services.
- Oversees the District's NJTSS teams and the Panorama data system, proactively providing data roll ups to the Deputy Assistant Superintendent, School Support, and district and school teams.
- Assist with the annual review and revision of alternative education curriculum and ensures alignment with the New Jersey Student Learning Standards.
- Support district teams with establishing processes in all schools whereby appropriate measures are systematically used to assess student preparation for college and career.
- Support district teams in leveraging relationships within the community to ensure that all secondary schools have the means, opportunity and preparation to succeed in post-secondary education, ranging from two- or four-year colleges, apprenticeships, or certification programs, and to be successful in the workplace.
- Support district teams the coordination and implementation of graduation requirements.
- Support district teams with planning for promotional efforts for the school, including preparation of promotional material, brochures and advertisements.
