Position Objective:
Develop, manage and oversee the construction and repair of bridge and right-of-way structures on Metro-North's territories and coordinate project work with other MNR departments and local municipalities. Define work objectives for future maintenance, construction and repair programs based on AREMA recommendations and evaluation and CTDOT's standards for safe and reliable operation. Assist department in EAM functions.

Responsibilities:
- Implement and develop cyclical construction and repair programs for bridges and right-of-way structures on Metro-North and Connecticut Department of Transportation (CDOT) territories and ensure safe and reliable service. Evaluate regularly and recommend corrective actions to CTDOT to initiate S-program repair projects and MNR Engineering Department for flag repair projects .
- Develop project scopes, track usage coordination, and cost estimates in alignment with CTDOT budget and production planning schedules for in-house projects to perform work safely and efficiently and in compliance with the Metro-North Safety Program.
- Direct subordinates in efficient use of budgeted resources. Review allocation of personnel, material and equipment for all projects and adjust as necessary to coordinate with other MOW department's schedule changes.
- Coordinate and plan all work efforts on inter-departmental projects with various department managers as part of MNR's SMART Track program to ensure maximum productivity by utilizing existing track outages, equipment and material needs to allow more work to get accomplished by various departments during outages.
- Review deficiencies found during inspections and develop priorities for repair and assist the Engineering group for developing appropriate repairs and plans.
- Design and detail temporary work platforms, safety platforms, and structural supports for all related work. Provide technical support for issues discovered in the field during bridge maintenance work.
- Lead the in- house work crews to create safe and productive work conditions. Involve engineers assigned to the projects to become familiar with work zones on and about the tracks.
Required Knowledge/Skills/Abilities:
- Strong ability to analyze complex situations involving structural and safety defects.
- Strong leadership and team-building skills and the ability to foster a professional work environment built on trust, communication, and respect.
- Excellent planning, forecasting , and organizational skills to ensure work is on schedule and service disruptions minimized.
- Strong ability to analyze and repair problems and develop solutions.
- Strong knowledge of carpentry, masonry, and steel construction
- Strong verbal and written communication skills.
- Strong ability to interact with internal departments, as well as city and state agencies.
- Knowledge of MS Office Suite or comparable applications.
- Ability to be on call 24 hours/ 7 days .
- Valid driver's license.
Required Education and Experience:
- Bachelor's Degree in Civil Engineering , Construction Management , or related discipline. Demonstrated equivalent experience, education and/or technical credentials to include four (4) additional years of related experience may be considered in place of a degree.
- Minimum seven (7) years of experience in construction, maintenance, and repair of facilities to include broad knowledge of overall rail /transportation operations.
- Minimum five (5) years of progressively complex management experience managing projects and a diverse workforce.
The following is/are preferred, but other satisfactory combinations of relevant experience, education, and/or technical credentials will be considered :
- Professional Engineer (PE) License in CT or ability to get reciprocity within six (6) months.
- Familiarity with collective bargaining agreements .
