Job Summary:
PIC has an immediate need for a highly qualified Outage Owners Representative supporting a major outage for a 1450MW CCHP gas plant in Pennsylvania. The Outage Owners Representative reports directly to the Sr. Project Director, and will be responsible for safely and efficiently monitoring, managing, and overseeing all outage activities on behalf of the Owner. The Outage Owners Representative will be required to Administrate, evaluate in conjunction our client's outage team, and manage the contract administration for all Extra Work, Change Order, or emergent work requests from contractors.

Essential Duties and Responsibilities:
Administrate, evaluate in conjunction with Invenergy outage team, and manage contract administration for all Extra Work, Change Order, or emergent work requests from contractors
Support purchase order creation process and manage against all active purchase orders
Invoice attestation for compliance with contract and approved work/timesheets
Attend and create minutes for daily pre-work meetings to review expected progress for the day and any review expected impacts with Contractors.
Track progress for all contractors against schedule, including critical path, flagging potential deviations from baseline and evaluating contractor claims for delays and proposed recovery plans.
Along with site management team support contractor timesheet tracking, including hours splits between tasks
Reporting of outage expenses, tracking actuals and estimates-to-complete. Develop analysis for cost variances versus budgeted values.
Develop and implement proactive cost, schedule, scope, and quality control processes and procedures.
Interface with the on-site contractors and support the Invenergy outage team as needed to ensure work is completed within the outage dates

Job Requirements:
Demonstrated work experience in an Owners Representative capacity making independent decisions on behalf of the owner.
Proven capability to manage a project schedule from beginning to end, protecting milestone dates and budgets.
Extraordinary organizational skills including managing oneself as well as the project team.
Provide consistent and effective communication with people and teams internal as well as external to the project.
Be able to effectively communicate to all levels of personnel.
Adept at managing multiple responsibilities at one time.
Prior working experience and familiarity with GE Systems Controls to include Toolbox.
Demonstrated capability with GE 7H or similar GE large frame equipment.
Prior hands-on experience with maintenance requirements for GE 7H equipment.

Physical Requirements:
Ability to lift up to 50 lbs.
Ability to sit, stand, bend (forward and backward) consistently and for potentially extended periods of time (up to 12 hours per day).
Sufficient depth perception, close, distance, color, and peripheral vision to effectively discharge the responsibilities of the role (corrective lenses permitted)
Capable of daily extensive walking.

Education / Experience:
HS Diploma required.
10+ years experience as an Outage Manager or Field Controls Engineer involving GE natural gas power plant outages.
10+ years experience in refinery turnarounds preferred, not required.
GE 7H experience strongly preferred.
