SALARY RANGE:

$111,164 - $154,472 EMPLOYER/EMPLOYEE PAID

SUMMARY OF POSITION
Under the general direction of the Superintendent, the Executive Director of Inclusive Education, performs work of substantial difficulty in planning, organizing, and directing the Inclusive Education Department including the District's School Psychological Services and related services; coordinate the District's Inclusive Education and Assessment Program, Section 504 Accommodations, Family Rights and Privacy Act responsibilities, and Nurses. The Executive Director of Inclusive Education is responsible for administering all programs as prescribed by state and federal requirements, ensuring appropriate and compliant staffing ratios, and implementing programs that provide appropriate services to student populations served by this position.

RESPONSIBILITIES AND ESSENTIAL FUNCTIONS
  • Develop, plan and implement department/program goals and objectives; recommend and administer policies and procedures.
  • Direct, oversee and participate in the development of the Special Education Programs, and Nursing Program in accordance with established procedures; assign work activities, projects and programs; monitor work flow; review and evaluate work products, methods and procedures.
  • Respond to and resolve difficult and sensitive inquiries and complaints.
  • Supervise and participate in the development and administration of the department/program budget; direct the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures.
  • Manage local, state, and federal grants within the Inclusive Education Department.
  • Coordinate and monitor the activities of District Level Staff (AU, VI, AH) and District Level Consultants, School Psychologists, Occupational Therapists, Physical Therapists Chief Nurse, and support staff.
  • Implement and supervise Special Education pre-school and extended school year (ESY) programs.
  • Assist in the selection of school psychologists, district-wide special education staff, and other designated related service providers.
  • Attend Counselor's meetings and work with Counselors on 504 accommodations.
  • Perform such other duties and associated responsibilities as the Superintendent may assign.
  • Keep informed on the latest research, trends, and developments in all areas of education, specifically programs related to special education and related services.
  • Serve as member of the District's Leadership Team, Elementary and Secondary Implementation Task Forces, Principals' meetings, and participate in its deliberations.
  • Conduct research, analyze findings, develop sound conclusions, and prepare comprehensive reports and plans with regard to special services and support programs.
  • Consistently communicate and collaborate with all Directors and Principals regarding special services, support programs, staff development, and implementation of laws and regulations.
  • Analyze special services and support program changes and inform the Board, administration, the staff, and the community.
  • Supervise and coordinate the evaluation of students referred for evaluation as part of the special education referral process.
  • Monitor staffing related to special services programming and recommend changes as necessary.
  • Work closely with and assist the district's legal counsel in procedural safeguard issues and due process concerning the Individuals with Disabilities Education Act, Section 504, and Special Student Populations.
  • Participate in IEP meetings on a regular basis; meet with district office staff, administrators, parents, and other agency representatives in acquiring information and coordinating special services and related program services.
  • Attend school board and other administrative meetings.

NON-ESSENTIAL FUNCTIONS
Perform related duties as assigned.

Frequent contact with teachers, students, parents, district staff, and other school personnel is required.

REQUIRED KNOWLEDGE, SKILLS & ABILITIES
Thorough knowledge of modern and highly complex principles and practices of the Individuals with Disabilities Education Act, Section 504, Family Education Rights and Privacy Act, Second Language Acquisition, Grants and Fiscal Management, and Nevada School Law; Organizational and management practices as applied to the analysis and evaluation of programs, policies, and operational needs; Advanced principles and practices of special education, curriculum, and/or assessment; Methods, materials and techniques employed in the administration of a Special Education Program; Consequences and constraints related to special education laws, rules and regulations; Research methods and sources of information related to special education; modern principles and practices of supervision and evaluations.

SUPERVISION RECEIVED
Work is performed under the administrative direction of the Superintendent who will annually evaluate the performance of the Director of Special Services and Support Programs. Work is reviewed through conferences and reports relating to accomplishment of broad program objectives and effectiveness of service delivery.

SUPERVISION EXERCISED
Directly supervises and evaluate Special Services District Level Staff (AU, VI, AH) and District Level Consultants, School Psychologists, Occupational Therapists, Physical Therapists, Chief Nurse, and support staff.

Work is performed under the following conditions:

ACCEPTABLE EXPERIENCE AND TRAINING
Five (5) years of progressively responsible administrative and supervisory experience in special education and college education (Master's Degree) in special education, curriculum and assessment, or related field; or any equivalent combination of experience and training which provides the knowledge, skills and abilities to perform the work. Two (2) years of school administration experience, preferably at the Principal level.

LICENSES/CERTIFICATES
  • Must possess a valid Special Education license.
  • Must possess a valid Nevada School Administrative endorsement.
  • Must possess a valid driver's license that allows the applicant/employee to legally operate a motor vehicle in Nevada.
