Work Schedule: Monday - Thursday or Tuesday - Friday, 7:30am - 5:30pm
3-day weekends Friday - Sunday or Saturday - Monday

Evening or weekend work required as necessary.

Position Overview:
Under supervision of the Director of Economic and Community Engagement, the Community Engagement Manager is responsible for developing and implementing strategic marketing and communication initiatives that align with the city's mission, vision, and goals. This role manages public relations, fosters community engagement, and oversees the creation and distribution of content across digital and print media. The Community Engagement Manager ensures the City's brand identity is maintained and enhanced and handles crisis communication. Additionally, this position oversees the planning and execution of all major City special events, facilitates internal communication, monitors and reports on the effectiveness of marketing efforts, manages the marketing budget, and collaborates with various City departments and external partners to ensure cohesive and effective communication strategies.
Essential Job Functions

  • Perform complex tasks with exemplary writing skills, independent judgment, discretion, and due diligence, ensuring compliance with local, state, and federal policies and regulations.
  • Develop and manage organizational messaging and delivery across all external communication platforms, including newsletters, video production, social media, the city cable channel, and website.
  • Create and maintain comprehensive and consistent strategies for public information, branding, and editorial and graphic standards to ensure a cohesive internal and external identity.
  • Oversee the planning and execution of all major City special events and resident outreach and engagement programs.
  • Manage and evaluate the activities and performance of Community Engagement staff.
  • Serve as the Public Information Officer, writing news releases, acting as media liaison and spokesperson for the City as required.
  • Administer the City's website to ensure professionally created, accurate, and up-to-date information.
  • Oversee the management of the City's Volunteer Program, including recruitment, program promotion, position development, and evaluating, tracking, and reporting statistics.
  • Participate in public-facing informational events (e.g., Town Hall Meetings, Public Meetings) to professionally represent the City and keep residents informed about City events, initiatives, and activities.
  • Develop insights and monitor key stakeholder opinions on issues affecting the City to aid organizational understanding of reputational risk and identify means to mitigate these risks.
  • Develop content to articulate and advance City positions, including talking points, FAQs, speeches, presentations, and other related materials.
  • Maintain working relationships with colleagues in neighboring cities, Dallas and Rockwall Counties, Garland and Rockwall ISDs, and other key organizations.
  • Performs other duties as assigned. Regular, reliable, and non-disruptive attendance is an essential function of this position, as is the ability to create and maintain professional, harmonious working relationships with others.

Minimum Requirements

Graduation from an accredited college or university with a bachelor's degree in mass communication, Marketing, Journalism, Public Administration or a closely related field and 5-7 years progressive experience in video production, social media management, and print publications, including at least two years of experience as a supervisor or manager of these functions.

Skilled in communicating logically, persuasively, and accurately in both oral and written forms, the Community Engagement Manager can effectively engage with elected officials, business leaders, community organizations, and the public. This role requires the ability to research information, collect and analyze data, and coordinate multiple tasks to manage workflow and meet deadlines. The Manager must work effectively with diverse organizations, both public and private, and collaborate in a team-based environment, supporting multiple team members. Additionally, the Manager is adept at overseeing and motivating staff and volunteers, exhibiting cultural sensitivity, patience, and understanding when working with people from diverse cultural, socioeconomic, racial, and ethnic backgrounds. The ability to represent the City of Rowlett effectively with the news media and provide exceptional customer service that exceeds expectations is also crucial.

Considerable experience with social networking technologies such as Facebook, X, and Instagram required. A solid understanding of management principles, program development, and project management is essential, along with comprehensive knowledge of municipal services and operations. Proficiency with PC-based computers and office software applications, including Microsoft Operating Systems, Microsoft Office Suite, and Adobe Acrobat, is required. The role also demands extensive knowledge in graphic design, illustration, photography, and publication software like Adobe Creative Suite and Canva for print, web, exhibits, and multimedia. The ability to develop, plan, organize, implement, and monitor programs, policies, and projects is vital for success in this position.
Other Requirements

Valid driver's license required. Must have and maintain a good driving record in accordance with the driving standards as established by the City of Rowlett. Must report all traffic citations to his/her departmental Director or his/her designee within two working days of receipt.

Flexible working hours including evenings and weekends. Must be available for on-call media press releases and on-camera interviews.
