This position may allow hybrid work for a portion of the work schedule up to 90% depending on the employee's preference and needs of the work unit. Any hybrid work flexibility that may be available will be discussed in more detail in the interview process.

For positions that do allow hybrid work flexibility, employees may need to report to a DCF office location on short notice. There is no mileage reimbursement when traveling to the headquarter location. Our DCF locations are in the following cities: Madison, Milwaukee, Green Bay, Eau Claire, and Rhinelander. Employees need to report to the 201 W. Washington Ave. Madison, WI office or the 635 N 26 St. Milwaukee, WI office on their first day for onboarding and orientation.

Position Summary

This position is in the Bureau of Working Families (BWF), which administers a variety of programs to assist low-income individuals and families move towards self-sufficiency. These programs include Temporary Assistance for Needy Families (TANF), Wisconsin Works (W-2), Job Access Loans, Emergency Assistance, programs to serve the refugee populations, Community Services Block Grants, and the Skills Enhancement Grant.

This position is responsible for defining and implementing the business process changes that must be made to the W-2 and related programs information systems in relationship to changes in program policies and procedures, federal reporting, financial reporting, program monitoring, contracts, and audits.

The Information Systems Business Automation Specialist for the W-2 and related programs is responsible for translation of federal law and regulations, state law and administrative rules as well as W-2 and related programs policies and reforms into systems business requirements that need to be incorporated into the major information systems that support W-2 and related programs.

This position manages all aspects of major comprehensive information technology projects for W-2 and related programs on behalf of the Employment Program Business Area (EPBA). This position analyzes and interprets federal and state laws and regulations, develops policies and processes that require changes to the information systems that support the W-2 and related programs, ensures that all phases of the software development life cycle are completed according to the needs of the business area, and all other project management responsibilities including documenting decision- making, briefing bureau, division and department management on the status of projects, resolving conflicts between project partners, communicating with stakeholders on complex topics, and post-implementation tasks.

As a program area liaison, this position works on projects with other bureaus within the Division, other Division's including the Division of Early Care and Education (childcare), the Division of Management Services (planning and budget), as well as the Secretary's Office. The position also works extensively with other Departments, such as the Department of Health Services (DHS) and its technical staff to ensure coordination of its programs/initiatives with BWF. Incumbents in this position must use their knowledge and experience to assist the Section's employees and other experienced Program and Policy Analysts in their day-to-day duties.

Salary Information

The classification title for this position is ISBA - Specialist . The starting salary is between $34.16 and $46.00 per hour ($71,052 and $95,680 annually), depending on qualification s. Pay for current State of WI employees will be based on the compensation plan in effect at the time of the appointment. Pay for current state employees who are transferring will be determined based upon the pay on transfer rules (higher level duties or equity) as outlined in the compensation plan in effect at the time of appointment.

The pay schedule/range is 07-33. A one-year probationary period/two year career executive trial period may be required.

Job Details

Due to the nature of the position, final candidates will be required to complete a comprehensive fingerprint-based background investigation to determine whether the circumstances of any pending charges or convictions would be substantially related to the job being filled.

Qualifications

Minimally qualified applicants will have:

Experience leading small and large work groups with a wide variety of stakeholders, both internal and external to the organization (setting work group goals, documenting decisions clearly and concisely, resolving stakeholder conflicts, etc.)

Experience working with one or more State of Wisconsin TANF data systems such as Wisconsin Work Programs (WWP), Client Assistance for Reemployment and Economic Support (CARES), CARES Worker Web (CWW), ACCESS, MyACCESS and/or Emergency Assistance (EA).

Experience participating in business requirements gathering sessions (documenting and identifying business requirements, etc.)

Experience performing User Acceptance Testing (UAT), including writing test scenarios and documenting testing

Experience providing technical support and/or writing technical documentation for system users or technical staff (developing user guides, desk aids, operational memos, analyzing, troubleshooting and resolving issues reported by users etc.)

Well-qualified applicants will have:

Experience as a project manager, leading a team in designing, developing, and implementing large system projects from start to finish. (System modernization, implementation of software/technology to maximize efficiency, managing multiple priorities and serving as a liaison between program business, policy analysts and/or systems developers, planning resource needs, create and maintain workplans etc.)

Experience leading business requirement gathering and User Acceptance Testing (UAT) (assessing and developing business requirements, developing business process maps/flows, creation of test cases, etc.)

Experience with human service programs. (Such as Wisconsin Works, FoodShare, Transitional Jobs, and Child Care)

Project Management and/or Business Analyst Certification
