Directed Energy Contracting Division is seeking to hire a DO-1102-03 Supervisory Contract Specialist to serve as the Chief of the Directed Energy Specialized Contracting Branch.

Position duties include, but are not limited to:
  • Provides quality contracting services for customers, translating customer requirements, ideas and dollars into smart business arrangements, interpreting contract law in order to establish the best, most efficient contracting strategies in support of the Air Force Research Laboratory vision, mission, goals, and objectives.
  • Plans, organizes, and directs activities ensuring that contracts comply with legal and regulatory requirements and meets customer needs.
  • Exercises managerial authority to set long-range plans, goals and objectives that integrate higher headquarters policies branch needs.
  • Assigns work to subordinate employees such that the experience, training, and abilities of the staff are effectively utilized to meet customer needs.
  • Advises employees regarding policies, procedures, and directives of management.
  • Leads direct reports for mission accomplishment, manage workload distribution, studies regulations, interprets and determines impact on responsibilities and operations of the organization.
  • Mentors/advises acquisition professionals on career development as well as professional improvement.
  • Provides continuous communication with employees about expectations and performance.
  • Serves as a Senior Contracting Officer, acting as an official representative of the Air Force for the purpose of entering into contracts binding the government.
  • Represents the organization with a variety of installation and functional area organizations.
  • Establishes, develops, and maintains effective working relationships with officials of other units or in advising higher level management officials.
  • Meets with key customer and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise.
  • Establishes metrics and analysis systems to ensure oversight of the organizations portfolio.
  • Participates in special projects and initiatives and performs special assignments.

Required Qualifications

  • United States Citizenship
  • A Bachelor's degree from an accredited school
  • Ability to obtain and maintain a special sensitive (TS/SCI) clearance for the position.
  • Drug testing is required
  • File annual financial disclosures (OGE 450) to ensure there are no conflicts of interest in the performance of these duties
  • One (1) year of specialized experience at the next lower grade in the Federal system or equivalent

  • Unlimited Warrant is highly desired
  • Master's Degree is highly desired
  • Intermediate Developmental Education (IDE) or Senior Developmental Education (SDE) courses is desired
  • Other Transactions experience is desired
  • Grants and Assistance experience is desired
  • Research and Development experience is desired
