Job Description

The City of Naperville's Transportation, Engineering and Development Business Group (TED) is looking for a Deputy Director to provide leadership and supervision to the Building team. Along with two other Deputy Directors, this position serves as a strategic partner with the Director of TED, City departments and the community, manages, plans, organizes and directs teams as assigned, with the mission of providing quality Transportation, Engineering, Development and Planning services.
Duties

  • Supports the Director of TED in setting department priorities and making strategic department decisions. Acts as the Director's designee when the Director is absent or as directed.
  • Works collaboratively, in a matrix environment, with other Teams in the Transportation, Engineering & Development Business Group to achieve common goals and provide transparent customer service.
  • Determines appropriate strategies, goals, policies and practices related to assigned divisions.
  • Manages relationships with applicable regional partners including, but not limited to, the Chicago Metropolitan Agency for Planning, Metra, Pace, RTA, DuPage Mayors and Managers, County governments, Suburban Building Officials Council, the Northern Illinois Homebuilders Association, and adjacent municipalities.
  • Coordinates with community partners including, but not limited to, the Naperville Area Chamber of Commerce, Naperville Development Partnership, and the Downtown Naperville Alliance to develop strategies related to the services of the TED Business Group.
  • Attends City Council, City Manager, and other governmental agency meetings.
  • Provides professional and technical support to City boards and commissions whose mission and purview relate to the services of the TED Business Group. Acts as a liaison to and/or supports other TED staff in their roles as liaisons to the applicable boards and commissions.
  • Provides innovative leadership and supervision to departmental employees, including other supervisors, and creates an environment of employee participation, creativity, risk taking and decision making at all levels.
  • Coaches employees to work successfully in this environment. Evaluates employee performance and resolves personnel matters.
  • Encourages and facilitates cross-functional teamwork within the TED Business Group and with other groups and departments in the City.
  • Refines and improves internal processes and systems. Identifies realistic, measurable departmental goals and objectives and develops and implements policies and procedures which strategically support those goals. Clearly communicates goals and objectives to departmental staff members and measures goal attainment. Regularly audits the effectiveness of programs, policies and procedures.
  • Develops, prepares and oversees the preparation of the TED Business Group operating and capital budgets, or portions as assigned, and applicable special fund budgets. Monitors department expenses and revenues and anticipates future needs and delivers efficient programs based on long-term financial planning.
  • Prepares detailed management and operational reports on department and division activities as needed.
  • Manages own projects as well as oversees projects for the assigned divisions.
  • Develops, prepares and oversees the preparation of comprehensive reports and agenda items for the City Council, City Manager, boards and commissions, and other groups.
  • Provides excellent customer-focused, results-oriented services and creates a culture with transparent department boundaries. Resolves problems and issues arising from the department processes and responds to public concerns and inquiries.
  • Participates in the development and implementation of City goals relative to TED Business Group functions.
  • Interprets and enforces Naperville's Municipal Code as it relates to Transportation, Engineering, Development, Building, and Planning matters.

Qualifications

Required Credentials and Experience:
  • Bachelor's degree in Business Administration, Engineering, Planning, Architecture or a closely related field
  • Ten or more years' progressive experience in community or economic development, planning administration, transportation, and/or civil engineering, as well as
  • Significant professional experience with personnel management, budgeting, project management, current and long-range planning, zoning and development, and transportation and engineering
  • Valid State of Illinois Class D Drivers' License.

Preferred Credentials and Experience
  • Experience and/or education in urban design, civil or construction engineering, building inspection and code enforcement
  • Master's degree in Public Administration, Business Administration, Engineering, Planning or related discipline
  • Registered Professional Engineer license (State of Illinois) or AICP certification.
  • Certification from the International Code Council.
