JOB DESCRIPTION:
Direct and manage the operation of all financial and business affairs of the district including accounting, purchasing, and risk management. Serve as the chief financial adviser to the superintendent and board of trustees.
QUALIFICATIONS:
Education/Certification:
Master's degree in Business Administration or a Bachelor's degree in a business related field with a valid CPA license
Certification through the Texas Association of School Business Officials preferred
Special Knowledge/Skills:
Advanced technical knowledge of school finance, budgeting, and accounting systems
Working knowledge of financial applications and accounting
Ability to plan, direct and establish priorities and coordinate a variety of complex fiscal operations
Strong communication, public relations, and interpersonal skills
Ability to use personal computer and software to develop spreadsheets, databases, and do word
processing
Ability to implement policy and procedures
Ability to interpret data
Ability to manage budget and personnel
Experience:
Five years experience in school business management or public organization
MAJOR DUTIES AND RESPONSIBILITIES:
Fiscal Management:
Keep the Superintendent and School Board informed on the business affairs of the district. Evaluate accounting procedures, systems, and controls in all district departments and recommend improvements in their design, implementation, and maintenance. Assist the district's independent auditors in conducting annual and/or periodic audits. Ensure that accounting systems comply with applicable laws and regulations.
Develop cash flow analysis to aid in determining cash available for investment. Maintain the district investment portfolio. Oversee preparation of monthly bank reconciliations for the operating, payroll, food service, debt service, capital projects and activity accounts. Prepare and present budget and tax rate to Superintendent and School Board for approval. Prepare all budget amendments. Review and approve all purchase orders and check requests and maintain control of budget by verifying availability of funds. Assist in the preparation of the budget and develop short and long term objectives for the business operations of the district. Work with district personnel to project student enrollments, staff needs, building and facility needs, energy needs, capital equipment needs, and other cost items for district and campus improvement. Provide leadership to achieve cost-effective practices throughout the district. Ensure that business operations support the district's goals and objectives. Provide leadership and management for purchasing, accounting, tax filing, bond issues, debt management, insurance, district contracts, and investments.
Policy, Reports, and Law
Implement policies established by federal and state law, State Board of Education rule, and local board policy in the area of business operations. Compile, maintain, and file all physical and computerized reports, records, and other documents required, including employee certifications and time & effort documentation as well as conflict of interest forms. Submit all required reports, including student transportation, Title I Comparability, and SHARS to the Texas Education Agency and other appropriate agencies. Ensure that grant reporting and requests for reimbursement are accurate, timely, and in accordance with federal guidelines.
Purchasing and Inventory
Maintain accurate inventory records of the district's fixed and movable assets. Oversee online sales of surplus and salvage equipment. Supervise the preparation of bids and bid specifications. Receive and open bids, tabulate results and prepare written recommendations.
Personnel Management
Prepare, review, and revise business department job descriptions. Develop training options and/or improvement plans to ensure exemplary business operations. Evaluate job performance of employees to ensure effectiveness. Recruit, train, and supervise personnel and make sound recommendations relative to personnel placement, assignment, retention, discipline, and dismissal.
Community Relations
Share the district's financial mission with the community and solicit support in the achievement of goals.
Other Duties
Perform all other related duties as assigned.
