Summary
Administers day-to-day activities of federal and state programs for various community transportation projects, including but not limited to rural, seniors and persons with disabilities services in one of three regions of the state.

Roles and Responsibilities:
  • Reviews and approves grant applications from subgrantees in the assigned region for operating and non-operating assistance with respect to eligibility and compliance with state and federal regulations. Funding sources may include, FTA Section 5310, FTA Section 5311, SCDRTAP Casino Revenue, etc.
  • Provides technical assistance to subgrantees in the design and implementation of grant- funded transportation projects.
  • Monitors grant compliance and service performance. Oversees and ensures the timely execution and submission of contracts, reimbursement requests, and other required documentation by subgrantees and NJ Transit.
  • Conducts regular on-site visits of all funding recipients to ensure compliance with program guidelines, performance requirements, agreements, and applications.
  • Assists in the development of capital procurement and third-party service contracts, including reviewing and approving bid specifications.
  • Makes presentations to state, local, and county advisory committees on local community transportation projects, and communicates state policy objectives for various programs administered.
  • Identifies areas for improvement in services provided by subgrantees, and advises Local Programs Support management of issues as well as formulates proposed corrective actions.
  • Consults with elected officials and staff as well as NJ Transit management staff on local program service needs and how those services can best be coordinated at the local level, and when possible, with existing NJ Transit services.


Education, Experience, and Qualifications:
  • Baccalaureate degree in Planning, Public Administration or related area, or equivalent
  • Four or more years of transportation planning, grant management, program administration, public administration and/or community relations experience.
  • Community transportation experience desired.


Knowledge and Skills:
Excellent verbal, writing skills and computer literacy in Microsoft Office Suite (Excel, Access, PowerPoint, TEAMS and Outlook) required.
Knowledge of demand response, community, and human services transportation is critical.
Experience with federal and state regulations related to funding and regulatory requirements is desired.
