Primary Responsibilities:

Primary Responsibilities:
Assist Management with the review and execution of contract and subcontract requirements. Ensure compliance of regulations, policies and procedures. Research and prepare analysis as required. Tasks Performed (may include, but are not limited to, the functions listed below):
- Prepares and administers Non-Disclosure Agreements, Teaming Agreements and Subcontract Agreements for Management review and approval.
- Reviews and administers Non-disclosure Agreements and Proprietary Information Agreements between CRL, CRL staff and the U.S. Government, for Manager review and approval.
- Assists Management during contract related negotiations with the Government, Industry Clients and Partners.
- Review and recommend contract terms. Review contract modifications identifying adequacy or deficiencies then making recommendations for changes.
- Prepare and maintain contract briefs. Prepares modifications to subcontract agreements, task orders and purchase orders for Management's review and execution. Ensure adequacy of documentation to include critical contract terms such as decreases or increases to the ceiling and funding, level of effort, change to the period of performance or changes to contract clauses.
- Compile and review contract close out documents. This may include assisting Management during the negotiation of final incurred costs. Coordinate with the Accounting & Financial Team to analyze funding and ceiling de-obligation request.
- Receives, tracks and reviews for compliance the Subcontractor deliverables to include monthly costs and technical reports, invoices, certificates of insurance, annual representations and certifications and other contract compliance related documentation.
- Receives, tracks and reviews subcontractor invoices, for Management approval, to ensure costs are within funding obligations. Reviews subcontractor invoices for accuracy and compliance with task orders and agreement. Reject deficient invoices and coordinate with subcontractors to resolve invoice deficiencies. Notify the subcontractor upon invoice payment.
- Compile and maintain contract briefs and status reports to reflect ceiling and funding limitations, fee requirements, special clauses, period of performance for each base/option period and any level of effort requirements.
- Work with Management to coordinate with Project/Program Managers contract compliance and execution requirements.
- Review solicitation requirements and assist Management with the preparation of contract and past performance related documentation in support of the proposal response effort. Prepare a RFP/Solicitation brief to reflect special requirements, labor categories, minimum hourly rates for compliance, etc. Support Management during briefing the Program Team regarding the RFP/Solicitation requirements. Coordinate with CRL Management, HR, Security and IT to compile the RFP/Solicitation response.
- Compile documentation to support basis of estimates in response to request for proposal, rough order of magnitudes (ROM) or quotes for Management review and approval. Compile contractual or programmatic change documentation to submit to Accounting and Finance Teams. Coordinate the compilation of contractual programmatic deliverables such as financial reports and estimates to complete. Responsible for gathering information to support staffing changes, period of performance updates, level of effort requirements, contract ceiling and funding changes for the Management review. Support Management with preparing reports to other government agencies, such as incurred costs reports.
- Assists the Director of Contracts, Contracts Manager, Financial Analyst and Program Manager with Program Management Reviews (PMRs) both internally as well as with customers. This may include preparing reports, scheduling meeting, keeping meeting minutes, etc.
Tasks Performed:
Demonstrated Knowledge:
- A working knowledge of the Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR).
- A working knowledge of contracts security requirements.
- A working knowledge of the various types of contracts, including Cost Reimbursable, Firm Fixed Price and Time and Materials types.
- A knowledge of Costs Accounting Standards (CAS), pricing and project cost control.
- Ability to work in a team environment.
- Ability to communicate effectively with all levels of the company organization as well as other Industry and Government Representatives.
- Working knowledge of MicroSoft 365 Office Software, specifically MS Word, MS Power Point, MS Excel and MS Teams.
- Formal contracts training through NCMA or other accredited institution is a plus.
- Experience working with proposals and contracts at different classification levels is a plus.
Education: Bachelor's degree in business, contracts, finance or legal field desired.
Experience:
- 5 years of experience supporting or administering Government Contracts.
- Must have exceptional organization skills, be detail oriented, highly motivated and have exceptional written and oral communication skills.
- Must be proficient in MicroSoft Office Software, to include MS Word, Power Point and Excel.
- Working knowledge of Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulations (DFAR).
- Working knowledge of administering DOD contracts is required.
- Knowledge of the Cost Point Accounting System is desired.
- Working knowledge of MS TEAMS Meeting capabilities is desired.
- Ability to work in a Team environment is required.
