Essential Functions

Under administrative direction, leads, directs, and guides the Public Works & Engineering department to include streets, stormwater, water and wastewater, engineering, civil inspection, and operations.

  • Leads and directs the Public Works & Engineering Services Department, including the operations and activities of Streets, Stormwater, Water, Wastewater, Engineering and Civil Inspection.
  • Presents status reports to Town management and Town Council and assures effective communication of operational and technical issues; assures all operational, legal, technical, and financial issues are properly addressed and resolved; interprets and explains federal and state rules and regulations; assures Department's activities are in compliance with all laws, regulations and quality and safety standards.
  • Provides leadership, direction, and guidance in operational strategies; evaluates Town needs, capital improvement program plans, and budgets; and determines Town priorities and resource requirements.
  • Provides supervision to assigned staff; addresses staffing needs and personnel issues; guides and coordinates personnel decisions.
  • Oversees budget preparation for all departmental functions; approves department-wide expenditures; participates in strategic planning, regulatory compliance, and succession planning.
  • Develops and implements capital improvement plans and bond projects; responsible for annual operations and maintenance plans, programs, and service delivery.
  • Coordinates and develops responses to legal issues; reviews and comments on litigation.
  • Prepares council memos and reviews memos submitted by others; delivers presentations as required.
  • Responds to phone calls and emails; addresses complaints from Town residents.
  • Participates in various boards and committees.
  • Manages department through effective planning, staff management, and fiscal management; researches, evaluates, and implements policies and procedures to meet Town goals.
  • Serves as the principal advisor to the Town on public works programs and technical issues; develops and directs strategies to meet goals and objectives; interprets concerns, defines desired results, develops solutions, determines scope and priorities of projects.
  • Analyzes operational information, evaluates trends, and develops plans with other Town departments to achieve future goals and growth objectives; assures Town program goals and standards are defined, attained, and congruent with Town goals.
  • May be asked to perform additional job duties that are directly, indirectly or completely unrelated to normal job functions in the course of presenting certain Town special events.
  • Performs related duties as required or assigned.

Minimum Qualifications

Education and Experience:
  • Bachelor's degree in Public Administration, Engineering, or related field; AND
  • Seven (7) years of project management, inclusive of five (5) years of supervisory or management experience; OR
  • An equivalent combination of education, training, and experience.

Conditions of Employment:
  • Must be a licensed Professional Engineer (P.E.).
  • Safe driving record and valid Texas Driver's License.
  • Clear Criminal Background check and pre-employment drug screen.

Knowledge of:
  • Supervisory principles and practices.
  • Project management practices.
  • Budget development and management practices and principles.

Skill in:
  • Developing short and long-range plans.
  • Preparing clear and concise reports and correspondence.
  • Presenting information to groups of varying size.
  • Establishing and maintaining effective working relationships.
  • Communicating effectively both verbally and in writing.

Supplemental Information

PHYSICAL AND WORK ENVIRONMENT

Work is performed in a standard office environment. Work is generally performed indoors but may involve limited exposure to outdoor weather conditions.

This is an exempt position; incumbent will be expected to work whatever hours are necessary to complete responsibilities.
