Job Location: This is a remote position.

Essential Duties & Responsibilities

The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position and are not intended to reflect all duties performed within the job. Other duties may be assigned.
  • Manage a team of up to three proposal managers and/or coordinators.
  • Manage all phases of the proposal response process across multiple efforts simultaneously.
  • Understand capture strategy and interface with sales/capture lead.
  • Work with a cross-functional proposal team for each effort and facilitate required meetings.
  • Thoroughly assess Requests for Proposal (RFPs)/Requests for Information (RFIs)/Requests for Quotation (RFQs).
  • Create and manage a compliance and response matrix to ensure RFP compliance.
  • Create and manage a proposal schedule to ensure milestone and delivery requirements are met.
  • Draft and/or enhance proposal response components, including management approaches, past performance, resumes, and more as needed.
  • Conduct milestone proposal reviews; adjust the proposal development schedule accordingly to accommodate corrective actions.
  • Clearly and consistently communicate proposal development strategies, plans, and needs to all proposal team members.
  • Manage storyboard/mockup process and strategy sessions.
  • Create writer packages and volumes via pre-established templates.
  • Assist with content development and ensure consistency across technical, management, and price volumes.
  • Gather proposal information by identifying sources of information; coordinating submissions and collections; identifying and communicating risks associated with proposals.
  • Develop win themes and incorporate strategies from review teams for final proposal drafts.
  • Format final response package and provide timely submission of all proposal deliverables.
  • Coordinate with internal and external stakeholders for data collection and preparation.
  • Prepare and develop materials for follow-up activities, including debriefs, closeout tasks, boilerplate development, and data collection.
  • Coach employees for success, offering guidance, support, and feedback to promote individual and team growth.

Minimum Qualifications:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed are representative of the knowledge, skill, and/or ability required.
  • Bachelor's degree in Marketing, Communications, Public Relations, Journalism, Business, or Environmental/Construction-related industries or equivalent experience
  • Experience in responding to RFPs, requests for quotations (RFQs), and government inquiries about the company's capabilities.
  • Minimum 3 years of federal proposal management and writing experience, Department of Defense and federal construction industry experience preferred.
  • Past people manager experience

The job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. The work described herein is primarily in a modern office setting. Occasional travel may be required.

Compensation Range: $95,000-125,000
