SUMMARY: Under limited supervision, directly manages land acquisition and real estate functions of BJWSA projects in collaboration with the Engineering Department Leaders. Real Estate team functions include tasks for easements pursuits, easement review, land purchases, property owner negotiation, deed research, recording deeds, legal description preparation/review, compliance with the Uniform Relocation Act, involvement with appraisals, procurement, and related professional deliverables.

Schedule and specific tasks are coordinated on a project-by-project basis between many parties that may include: consulting engineers, contractors, developers and BJWSA personnel to ensure projects are on schedule, within budget, with minimal problems and in accordance with land acquisition requirements.

Duties include but are not limited to:
  • Duties include leadership of all real estate related deliverables related to BJWSA projects. Projects are intended to be primarily related to the utility infrastructure needs of BJWSA. Example infrastructure needs include: pump stations, water tanks, water and/or sanitary lines, treatment facilities, buildings, and support facilities for those items.
  • Performs various supervisory duties in managing subordinate staff member activities to include instructing, assigning and reviewing work, maintaining standards and guidelines through the proper coordination of activities, allocating personnel appropriately, and performing personnel related functions such as acting on employee problems, selecting new employees and providing recommendations for transfers, promotions, disciplinary actions, discharge and salary administration.
  • This position will serve on the "BJWSA Engineering Leadership Team" and may also be involved in Capital Improvement Program project management, quality assurance and quality control of CIP, Development, Planning, and BJWSA Design projects.
  • Supervises, as well as direct involvement in works necessary to buy or obtain land for utility needs.
  • Research may include finding the land owner, researching the land's estimates price, and looking into legal requirements and development challenges.
  • Appraisal related activities may include: collecting and analyzing maps, construction plans, liaison reports, zoning requirements, checking title reports, and preparing or overseeing the preparation of market value appraisals.
  • Familiarity with the Uniform Relocation Act will be necessary.
  • Negotiation activities may include inspecting project properties with property owners, adhering to project timelines, and conducting field inspections.
  • Legal related duties may include: handling legal issues such as transfers of titles and deeds, and recommending alternative plans for right-of-way acquisitions.
  • Reporting duties may include preparing resolutions, reports, summaries, lists, and graphical representations to inform others within BJWSA of progress, challenges, and solutions.
  • Performs various supervisory duties in managing subordinate staff member's activities to include instructing, assigning and reviewing work, maintaining standards and guidelines through the proper coordination of activities, allocating personnel appropriately, coordinating appropriate training, and actively participates in staff development.
  • Receives, considers, and responds in a professional manner to customer concerns.
  • Monitors safety and security policies and recommends changes when needed.
  • Performs other duties as required.

    EDUCATION and/or EXPERIENCE: Requires a Bachelor's Degree in related field with a minimum of ten years' experience in utility related functions and/or project management, or any equivalent combination of education and experience that provides the required knowledge, skills, and abilities. Prefer candidates with strong communications skills and experience managing, mentoring, training, and developing staff.

    CERTIFICATES, LICENSES, REGISTRATIONS: Must possess a valid driver's license.

    Data Conception: Requires ability to compare or judge the readily observable functional, structural or compositional characteristics (similar to or divergent from obvious standards) of data, people or things.

    Interpersonal Communications: Requires the ability of speaking and/or signaling people to convey or exchange information. Includes giving assignments and/or directions to subordinates and receiving assignments and/or directions from supervisor.

    Language Ability: Requires ability to read a variety of codes, regulations, policy and procedure manuals, maps, construction drawings, work orders, etc. Requires the ability to prepare routine reports, performance reviews, records, etc. with proper format, punctuation, spelling and grammar. Requires the ability to speak with and before others with clarity, voice control and confidence using correct English and well-modulated voice.

    Computer Proficiency: Must be proficient with computer software including, but not limited to, word processing, spreadsheet, database, and mapping. Must possess strong keyboarding skills.

    Intelligence: Requires the ability to apply principles of rational systems to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; to interpret a variety of instructions furnished in written, oral, diagrammatic or schedule form. Requires the ability to apply influence systems in managing a crew, learn and understand relatively complex principles and techniques, make independent judgments in absence of supervision and acquire knowledge of topics related to primary occupation. Must have the ability to comprehend and interpret received information.

    Verbal Aptitude: Requires the ability to record and deliver information, explain procedures, follow and give verbal and written instructions and counsel and teach employees. Must be able to communicate effectively and efficiently with persons from a variety of educational backgrounds using technical terminology as required.

    Numerical Aptitude: Requires the ability to perform addition, subtraction, multiplication, division, calculate decimals and percentages, determine time and weight, utilize principles of fractions, and interpret graphs.

    Writing Skills: Requires proficiency in written communication, particularly the documentation of business practices and procedures.

    Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape, and visually read various information.

    Motor Coordination: Requires the ability to coordinate hands and eyes when operating equipment and motor vehicles.

    Manual Dexterity: Requires the ability to handle a variety of items, keyboards, office equipment, control knobs, buttons, switches, catches, tools, etc. Must have moderate levels of eye/hand/foot coordination.

    Color Discrimination: Requires the ability to differentiate colors and shades of color.

    Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing in uncomfortable physical conditions and under stress when confronted with emergency situations, difficult personalities or tight deadlines. Incumbent may be subject to danger or risk to a slight degree and to tension as a regular, consistent part of the job.
