Job Responsibilities
Establishes and implements HR efforts that effectively communicate and support the

agency's mission and strategic vision.
Develops HR plans and strategies to support the achievement of the overall OPSO

operations objectives.
Functions as a strategic advisor to the executive/senior management of each unit regarding

key organizational and management issues.
Directs the development, maintenance, and monitoring of a performance evaluation system

based on established criteria.
Works with agency management to ensure that expectations are defined in such a way as

to enhance the efficiency and effectiveness of agency operations and are clearly

communicated to the employee.
Works with the agency's executive leadership to establish a sound plan of management

succession that corresponds to the strategy and objectives of the agency.
Reviews program operations and determines need for new or revised polices or procedures.

Works with Planning and Policy personnel to establish the implementation of policies.
Develops comprehensive strategic recruiting and retention plans to meet the human capital

needs of strategic goals.
Develops and implements a comprehensive compensation plan that is competitive and cost effective for the agency.
Provides overall leadership and guidance to the HR function by overseeing talent

acquisition, promotions, career development, succession planning, retention, training,

leadership development, compensation, and benefits.

Reviews salary levels and factor level assignments proposed by management or lower level staff, ensuring consistency within existing organizational patterns.
Determines impact of special pay issues as they relate to agency fiscal concerns and internal

pay equity. Recommends resolution of complex pay problems to agency management.
Manages the day-to-day operations of the human resources office; provide leadership and

direction in areas that support change and diversity.
Reviews and approves disciplinary actions recommended by supervisors or lower-level

human resource professionals. Consults with agency legal counsel to address issues that

may involve complicated legal ramifications.
Develops communications programs that support our values of transparency, autonomy,

collaboration and accountability.
Monitors the system that provides HR data and statistics.
Analyzes statistical data and reports to identify and determine causes of personnel

problems and develop recommendations for improvement of organization's personnel

policies and practices.
Manages HR vendor relationships and directs the preparation of budget request.
Manages all labor law, EEOC and WC claims. Consults with agency legal counsel to

address issues that may involve complicated legal ramifications. Consults with agency's

investigative units, as needed, on internal complaint investigations.
Represents the needs of the staff and administration and supports the mission of the agency.
Conducts exit interviews to identify reasons for employee termination.

Minimum Experience and Educational Requirements
Member of the Society for Human Resources Management.
SHRM or PHR Certification (Preferred).
Law Enforcement Experience (Preferred).

MPA/MBA (Preferred) from an accredited college/university.
A minimum of 7 years of HR experience.
A minimum of 3 years of executive HR experience.

Member of the Society for Human Resources Management.
SHRM or PHR Certification (Preferred).
Law Enforcement Experience (Preferred).

Salary

$90,000.00 - $120,000.00, commensurate with experience.
