This position serves as division manager of the Facilities Division within the Parks and Recreation Department. Facility management responsibilities include maintenance management of all city buildings and their systems. Leads all planning, contracting, construction and the development and implementation of standards, procedures, goals, and priorities within the division. Directs personnel, makes recommendations for division budget, and presents oral and written reports.
Essential Job Duties
Assesses and prioritizes maintenance needs, plans, budgets and schedules; assigns and evaluates regular and on-time maintenance projects and work related to City owned buildings, . Manages division personnel by assigning work and effectively coordinating daily, weekly, and monthly work programs. Responsible for hiring, discipline, training, recommending for promotion, and giving performance evaluations to division staff. Assists in assessment of immediate and long-range needs and makes recommendations for facilities development and improvement. Participates in all phases of facility renovation or development. Determines needs, and/or assists in designing and recommending improvements to City owned facilities to include major and minor repair work, proposed remodeling, critical design elements of new or remodeled facilities, and redecorating; recommends, purchases and installs new playground equipment or other capital improvements to City buildings. Performs administrative work, such as procuring equipment and supplies for daily operation of facilities; documenting and maintaining inventories; and assuring compliance with rules and laws governing safety in all operations. Establishes and administers contracted custodial services, fire and security alarm monitoring, lease agreements, use agreements, and other service contracts for all city buildings Assesses accessibility of City facilities and recommends modifications to reasonably accommodate differently abled persons in compliance with the Americans with Disabilities Act. Attends meetings of the City Council, Parks Board, Tree Board, Library Board, Historical Commission or other bodies to act as a technical advisor and staff representative; presents oral reports and recommendations. Prepares, justifies and administers the annual budget relevant to assigned responsibilities in concert with the director. Provides planned project management services to other departments within the City. Conducts approved research and evaluation services for other departments, the City Council, and the City's advisory boards. Determines and implements action to remedy emergency situations related to City owned buildings. Initiates and/or approves requests for procurement of supplies and equipment related to the ongoing operation and maintenance of buildings. Develops short and long range preventive and on-going maintenance programs for all City facilities and infrastructure. Prepares reports, memoranda, and correspondence related to the operation and maintenance programs administered by the division. Performs related duties as assigned.
Knowledge, Skills, and Abilities:
Extensive knowledge of the modern philosophy, principles and practices of facilities management. Advanced mechanical skills and knowledge of plumbing, HVAC and other buildings systems Proficiency with repair tools and techniques Excellent communication and interpersonal skills, including the ability to speak with all levels of employees, elected officials, work groups and the public Thorough knowledge of principles, methods and practices of management for facilities, equipment and current technology Current and future planning and design, efficient and effective maintenance techniques related to facilities of legally compliant public contracting laws, rules and procedures Knowledge of modern principles and methods of public administration Knowledge of effective and legal methods of personnel management. Ability to design and promote the development and use of the City's facilities Ability to administer assigned areas and staffing efficiently Ability to supervise others effectively; to maintain effective working relationships with staff, volunteers, community groups, the school districts, and the public; to communicate effectively orally and in writing with individuals and in groups.
Selection Criteria
Minimum Qualifications:
A bachelor's degree from an accredited college or university with a major in facility management, public administration or closely related field Three years related experience, of which at least two years were in a responsible supervisory/management role in a related facilities management position. Equivalent combinations of education and related experience may be substituted for part of the required qualifications.
Preferred Qualifications:
Training/Licenses/Certifications: A valid Washington State Driver's License and the eligibility to drive City vehicles are required.
CPR/AED and First Aid
Proficient with Microsoft office (word/outlook/excel/PowerPoint and teams) as well as maintenance management software systems.

Daily supervision is normally limited to emergent or precedent setting matters. Supervision is exercised by the Parks and Facilities Manager over skilled building maintenance workers, clerical staff, temporary seasonal employees, community service workers, and volunteer groups.

Working Conditions: Positions in this class perform work predominantly under normal office working conditions. Considerable amount of time working at a computer station is a regular part of the job. Field trips, site inspections, and project management/evaluation require the ability to be mobile on various surfaces including loose, uneven, steep, elevated or slippery surfaces. May lift items up to fifty pounds.
Physical Requirements: Work is often performed in a field setting. Specific physical requirements and typical working conditions for this position are on file in the Administrative Services Department.

Sick Leave: Sick leave is accrued by regular full-time City employees at the rate of 8 hours per month. Sick leave may be used only to ensure an employee's health, and for absences caused by death or illness of a member of the employee's immediate family.
Holidays: Most City employees receive 12 paid holidays (at 8 hours each) annually, one of which is a floating holiday.
Retirement:Eligible City employees are mandatory members of the State of Washington Public Employees Retirement System (PERS\LEOFF). Both the City and the employee contribute to the system. The state retirement system provides retirement benefits and also benefits for people who are disabled. Employees leaving City service prior to retirement may withdraw their total contribution with interest.
Deferred Compensation and Roth IRA programs offered through Mission Square: Employees may directly reduce their taxable income and defer this taxation until retirement or withdrawal of funds by participating in a deferred compensation plan. Deferred compensation allows an employee to defer up to $22,500 of their gross annual salary (more if over age 50). The employee chooses how to invest their deferred salary.
Employees may put up to $6,500 in a Roth IRA (after-tax program).
The City also offers a 401(a) plan and will match employee contributions up to 5%.
Insurance Plans: Each full-time City employee will receive a contribution of $2,118.00 per month toward the purchase of medical, vision and dental insurance. (Amount is pro-rated for part-time employees.) This monthly amount pays approximately 85% of the costs of a family of four. Full family medical, dental and vision coverage requires an employee contribution toward the cost of premiums. Employee's whose insurance needs are less than the monthly $2,118.00 contribution can purchase get 60% of the left over contribution money as cash on their paycheck. Employees are required to have City medical insurance. The City also offers medical and dependent care flexible spending accounts, subject to eligibility requirements.
Health Reimbursement Arrangement (HRA): The City contributes a flat dollar amount per full-time employee to an HRA VEBA program for current and future health care out of pocket expenses. This monthly amount per full-time employee is $225.00.
Group Life Insurance: The City will purchase for each employee $50,000 worth of group term life insurance.*
Liberty Mutual Insurance: City employees are eligible for discounted auto and home insurance.
EMPLOYMENT
Hours of Work: The normal work week is forty (40) hours, Monday through Friday. Customized work schedules may be available at the discretion of the position supervisor. Some positions require weekend, evening, shift or holiday work or overtime.
