Job Summary: Provide leadership and direction for the Human Resources Department to support the District's goals and mission of Every Student Every Day by executing best practices in all areas of Human Resources. Supervise and direct various administrative support personnel within the area of responsibility to facilitate all functions of the Human Resources Department.

Qualifications:
  • Juris Doctorate or Master's Degree in Human Resources, Business Administration, or related field strongly preferred.
  • Bachelor's Degree in Human Resources, Business Administration, or related field (required).
  • Significant experience in progressively larger HR roles (preferably in an educational setting) in recruitment, selection, classification, compensation, evaluation and assessment, training and professional development, employee relations, labor relations, benefits/leave administration, HRIS, etc.
  • Current (dated within five years) Child Abuse, PA State Criminal History, and PDE FBI Clearances as required by the Child Protective Services Law and PA School Code

Duties and Responsibilities (including by many not be limited to):

1. Vision and Strategy
  • Set Departmental Vision and Strategy: Develop departmental objectives, standard operating procedures, performance standards, and timelines. Monitor progress and ensure alignment with the District's broader goals.
2. Performance Management
  • Lead the Performance Management Process: Conduct annual performance appraisals focusing on growth and development. Provide recommendations for employment actions, including hiring, professional development, and career progression, ensuring decisions align with the District's strategic goals.
  • Train and Empower Supervisors: Develop and deliver training programs on performance management, emphasizing clear communication, documentation, and constructive feedback. Support supervisors in providing additional training and development opportunities for staff.
3. Recruitment and Onboarding
  • Provide Leadership and Oversight in Staff Recruitment: Implement a comprehensive recruitment process, including job descriptions, background checks, pre-employment testing, formal offers of employment, and adherence to collective bargaining agreements and Board Policy.
  • Oversee Comprehensive Onboarding Programs: Design and execute the onboarding process, ensuring new hires integrate effectively into the District's culture and comply with relevant laws, regulations, and policies.

4. Compensation and Compliance
  • Direct Worker-Related Compensation Programs: Oversee the accurate determination and administration of job classifications and worker's compensation to ensure compliance with state and federal regulations.
  • Ensure Clearance Compliance: Lead the process of reviewing and managing criminal and child abuse clearances for all District employees, contractors, and volunteers, coordinating with the District solicitor as needed.
  • Oversee Compliance with Required Certifications: Maintain databases for certification, including tenure, Level I/Level II status, and Act 48/Act 45 compliance.
  • Administer Leave and Compliance: Oversee leave requests following collective bargaining agreements, School Board policy, and applicable laws (e.g., FMLA, child-rearing, sabbatical leave), ensuring consistent application across the District.
5. Evaluation Management
  • Manage Evaluation Processes: Oversee the continuous improvement and implementation of evaluation procedures for all employee classifications, ensuring legal compliance and focusing on performance enhancement and professional growth.
6. Employee Relations and Development
  • Advise on Employee Relations: Guide performance management, professional development, and other employment matters to foster a supportive and productive work environment.
  • Facilitate Professional Development Initiatives: Collaborate with administrative personnel to design, implement, and evaluate staff development programs that support professional growth and align with District goals.
7. Policy and Records Management
  • Maintain Board Policies: Draft, interpret, and disseminate Board Policies related to Human Resources in collaboration with other departments.
  • Maintain Required Records: Oversee the preparation of state and federal employment-related reports, ensuring accuracy and timely submission. Maintain employee files in accordance with state and federal laws and regulations and board policy.
8. Technology and Systems
  • Manage HR Software Systems: Implement, maintain, and oversee the training of employees on HR software systems (e.g., Frontline, Absence Management, Time and Attendance, Vector Solutions).
9. External Relations and Compliance
  • Liaise with the Pennsylvania Department of Education: Serve as a liaison for assigned responsibilities.
  • Serve as Compliance Officer for Title IX: Handle Title IX matters, including harassment reports, investigations, and staff training related to identification and prevention.
10. Board and Administrative Duties
  • Attend Board Meetings: Serve as Assistant Board Secretary, maintaining a positive relationship with the School Board, providing written updates, and attending meetings to present personnel agenda items.
  • Participate in Collective Bargaining Negotiations: Assist in negotiations with employment groups as directed by the Superintendent.
11. Employee Support Programs
  • Oversee Employee Assistance Programs: Manage programs that support well-being and professional growth.
12. Staffing Management
  • Maintain Staffing: Manage the process of obtaining substitute personnel as needed.
13. District Representation
  • Represent the District: Handle grievances, arbitrations, unemployment compensation hearings, and other legal matters as required.

14. Leadership
  • Serve on the Superintendent's Cabinet: Provide strategic input to ensure Human Resources initiatives support the District's mission and vision.
  • Perform Additional Duties as Assigned: Undertake responsibilities as assigned by the Superintendent or designee, focusing on leadership, strategic alignment, and continuous improvement.
