Job Description

Blue Water Thinking is seeking an experienced and dedicated Program Manager to join our team, supporting a large project at the Department of Veterans Affairs (VA). The primary responsibility of this role is to plan, initiate, manage, execute, and close out programs, ensuring the successful achievement of targeted program goals.

Key Responsibilities:

  • Lead and manage multiple workstream programs, ensuring alignment with the strategic goals of the VA.
  • Assist VA in the execution of targeted program goals, providing expert guidance and leadership throughout the program lifecycle.
  • Oversee the planning, initiation, execution, management, and closure of complex programs.
  • Provide strategic development and support for the VA, ensuring programs align with the broader organizational strategy.
  • Support diversity, equity, and inclusion (DEI) initiatives within the VA, driving projects that foster a more inclusive environment.
  • Collaborate with stakeholders to ensure program objectives are met and risks are effectively managed.
  • Monitor program performance, providing regular updates and recommendations to VA leadership.
  • Manage program budgets, resources, and timelines to ensure successful program delivery.
  • Develop and implement program management best practices to enhance program execution and outcomes.
  • Mentor and guide project teams, fostering a collaborative and results-driven environment.


Minimum Qualifications:

  • Bachelor's Degree.
  • 10 years of relevant industry experience.
  • Over 3 years of experience managing a major (multiple workstream) program for a Government Agency or large-scale private organization.
  • Over 3 years of experience supporting diversity, equity, and inclusion (DEI) projects.
  • Over 2 years of project management experience in a Government agency.
  • Over 3 years of experience providing and leading strategy development and support for a Government Agency or large-scale private organization.


Preferred Qualifications:

  • Master's Degree.
  • Project Management Professional (PMP) certification.
  • Strong understanding of program management best practices and methodologies.
  • Experience working with the Department of Veterans Affairs.


Eligibility:

  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
  • Must be able to obtain and maintain the required federal public trust clearance for this role.


Compensation:

Salary for this position is determined by various factors, including but not limited to, location, the candidate's particular combination of knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements.

The proposed salary range for this position is $125,000 - $145,000.
