Essential Job Functions
The HR Business Partner (HRBP) is assigned to support specific departments. With these departments and within the Human Resources team, the HRBP will assist in supporting the mission, vision, values, goals, and strategic plan of the City Organization and the Human Resources (HR) Department by performing the following functions:
- Assess and anticipate the HR-related needs of assigned departments and collaborate with other HRBPs and Centers of Expertise (COEs) on organizational-wide solutions
- Collaborate closely with COEs on the HR team to develop solutions for the organization's needs
- Serve as an advisor and consultant to City leadership to help manage HR-related issues
- Partner with management to help build and develop stronger work teams
- Work closely with the Organizational Development COE and assigned departments to support talent management processes including employee recruitment, performance appraisals, workforce performance calibration, employee development plans, and succession planning
- Work closely with the Compensation COE and assigned departments to support workforce planning efforts including reorganization, position classification, pay practices, and position changes
- Track and analyze HR metrics, identifying trends and areas of opportunity; develop recommendations and action plans to address concerns
- Manage and resolve complex employee relations issues; perform workplace investigations; and guide managers and employees through disciplinary and performance improvement processes
- Work closely with leadership and employees to improve work relationships, build morale, increase psychological safety, and increase productivity and retention.
- Provide training on various HR topics
- Support HR COEs by assisting in the roll-out, guidance, tracking, and reporting of HR programs and services
We are looking for candidates who demonstrate:
Knowledge of:
- Operational characteristics, services, and activities of HR
- Pertinent federal, state, and local laws, codes, and regulations such as Title VII, and American Disabilities Act (ADA) Title I
- Modern office technology and supporting software (especially Microsoft Teams, Word, Excel, PowerPoint, and Outlook)
- Proper English usage, grammar, spelling, and punctuation
- Maintain an in-depth knowledge of legal requirements related to the day-to-day management of employees
- Facilitate conversations and guide individuals involved in workplace conflict
- Identify training needs for business units and individual executive coaching needs
- Show initiative and act independently using tact and discretion
- Communicate clearly and concisely, orally and in writing
- Establish and maintain effective working relationships
- Independently manage complex employee relations matters
Successful candidates will have
- A bachelor's degree from an accredited college or university with major coursework in business administration, human resources, or related field
- Three years of full-time experience in human resources
Ideal candidates will also have
- Experience working in a public-sector environment
- Experience using NeoGov
- Experience using PeopleSoft - HCM 9.1 to include query writing
- Current Senior Professional in Human Resources (SPHR), Professional in Human Resources (PHR), or equivalent certification
