Education and Experience:
Minimum Education: PA Principal and/or Supervisor of Special Education Certification; Superintendent Letter of Eligibility preferred
Minimum Experience: 5 years prior experience in Special Education; 3 years of administrative experience preferred; experience in Early Childhood preferred

General Definition:
The Early Childhood Services Administrator is responsible for the overall planning, organization and leadership of Early Childhood Services programming. This includes management and compliance with state and federal Special Education mandates as evidenced through the Office of the Child Development and Early Learning (OCDEL) verification of fiscal and organizational systems, evaluation procedures, service delivery, and transition. Additional requirements include coordination of project development and program data analysis.

Description of Duties:
  • Ensures adherence to laws and regulations relative to Early Intervention (EI) services as defined by OCDEL and the Office of Special Education Programs (OSEP) indicators
  • Provides leadership in the development and maintenance of EI special education programming within the areas of:
    • Evaluation and eligibility
    • Fiscal monitoring including School Based Access Program
    • Organizational systems including child accounting
    • Planning for intervention
    • Procedural safeguards
    • Service delivery
  • Coordinates and monitors transition of children from both IDEA 619C to Part B programming and Early Intervention to school-age
  • Oversees and develops Early Childhood program philosophy, goals, and procedures
  • Represents the Early Childhood program at local, regional, and state meetings and actively participates on committees associated with EI and/or special education programming
  • Builds and maintains relationship with local programs including Infant/Toddler programs, Head Start/Pre-K Counts, Westmoreland county school districts, and other community partners
  • Organizes the collection of data, synthesize statistics, and evaluate all facets both programmatically and fiscally in order to make date-driven decisions regarding the development and revision of EI program specifically focused on:
    • Annual aggregate
    • Least Restrictive Environment
    • Disability categories
    • Early Childhood Outcomes
  • Performs other duties as assigned by the Executive Director or designee

Required Knowledge, Skills and Abilities:
  • Ability to develop, foster, and maintain effective working relationships internally as well as with all aspects of interagency coordination
  • Proficiency in utilizing multiple on-line data systems and subsequent ability to analyze information gleaned to execute programmatic decisions
  • Ability to prepare and manage budgets, address multiple priorities, lead and supervise staff, adapt to change and meet timelines
  • Excellent communication and presentation skills
  • Expertise, knowledge, and demonstrated experience in execution of special education policies and governing laws/regulations
  • Effective decision-making, conflict management, and problem solving skills
  • Current and former Westmoreland Intermediate Unit employees must have demonstrated proficiency at job assignments

Travel Requirements:
  • A minimal to moderate amount of travel is required for this position within Westmoreland County and throughout the Commonwealth of Pennsylvania.
  • Must have reliable transportation.
