The Position
Job Appointment: Full time, regular
Work Schedule: Monday - Friday, 8am-5pm. Alternate schedule may be available after probationary period.
Work Location: Remote. In-person work may be required, with as much advanced notice provided as possible. Position Summary Procurement Services is seeking candidates to fill a Contract Compliance Specialist (Analyst I - CPPW) position in the Compliance Services workgroup. The position administers and enforces the requirements of a wide range of Social Equity Contracting Programs and ensures provision of the City's Social Equity Contracting Strategy are adhered to by affected contractors and vendors on City contracts or contracts administered on behalf of other local agency partners. Duties and responsibilities are complex and carried out independently within a framework of established policies and procedures. The incumbent in this position will work within the scope of City compliance policies as well as those of the client agencies.

To Qualify
The following minimum qualifications are required for this position:
Knowledge of equal opportunity and fair contracting legislation. Knowledge of principles, methods, materials, and practices used in the construction industry or in the provision of construction design services. Ability to understand, interpret, and apply applicable City, State, and Federal laws, codes and regulations to conduct labor standards compliance investigations and audits. Ability to collect, evaluate and interpret complex data and operations either in statistical or narrative form. Ability to use general office software, including Microsoft applications and compliance software, such as B2G or LCPTracker. Ability to communicate effectively, both verbally and in writing, including preparing clear, concise, and comprehensive reports, correspondence and other materials appropriate to the audience.

Duties of the Contract Compliance Specialist may include, but are not limited to:
- Monitoring compliance of contractors in achieving requirements set forth under the City's Social Equity Contracting Strategy, as well as providing assistance and remedies toward meeting contractual requirements.
- Maintaining consistent, thorough, and up to date records in the City's contract compliance reporting systems, while assuring that contractor-provided information is timely and accurate.
- Preparing data and statistics from the contract compliance reporting systems to analyze and evaluate contractor compliance with equity program requirements.
- Providing guidance to contractors, internal City project management, external agency partners and workers on publicly funded projects regarding social equity rules, regulations, and statutes.
- Conducting on and off-site investigations and interviews for evaluation of contractor compliance with Social Equity Contracting Programs, ensuring compliance with certified subcontractor and apprentice utilization, and complaints resolution.
- Performing Commercially Useful Function audits to ensure certified contractors have the necessary labor, equipment, and funds to fulfill contractual obligations in performing, managing, and supervising their work and are not engaging in fraudulent practices to satisfy Social Equity Contracting goals.
