Summary

The Regulatory Labeling & Compliance Manager supports regulatory labeling and compliance activity. This position is responsible for company policy and processes for food labeling compliance and is a subject matter expert on FDA Labeling Laws, 21 CFR Regulations, Canadian food regulations (SFCA and SFCR), allergen labeling, ingredient substitutions, non-GMO, product claims, food additives, flavors, and regulatory labeling processes. This position stays up-to-date on regulatory and state law changes that may impact the labeling of our products and makes pragmatic, risk-based recommendations to cross-functional team members to minimize the exposure of the company to regulatory actions . This role generally functions independently but works with several cross-functional teams, often at the director and executive level, and leads one direct report, the Senior Regulatory Labeling Specialist.

As new products or product revisions occur, labels are created or amended. Labels are also updated as US and Canadian regulations are amended.

Responsibilities
  • Drives labeling processes within the Regulatory Labeling Team and proactively recommends label language, including nutritional fact panels, ingredients list, and allergen statements.
  • Maintains accurate files of labeling change history and associated documents within Optiva. Works with R&D and FSQA team to ensure relevant documents are internally maintained, and information is correctly loaded into Optiva. Responsible for identifying errors within the ingredient's subcomponents and working with R&D and FSQA Supplier Qualification to correct. May require researching subcomponents of ingredients to ensure ILS and nutritional fact panel accuracy.
  • Provides regulatory leadership to cross-functional teams on existing and new regulations including labeling, food additives, flavors, FDA, USDA, SFCA, SFCR, allergens, non-GMO/bio-engineered statements, Kosher certifications, organic, ingredient substitutions, product claims, nutrition facts, and other areas.
  • Utilizes internal and external systems to evaluate ingredients and formulas and make proactive, pragmatic, risk-based labeling recommendations. Uses Optiva to validate that output of NFP and ILS can be used as verification against artwork in Slingshot. Manual intervention may be required to create the ILS.
  • Collaborate with Food Safety & Quality Assurance, R&D, Marketing, and legal partners on monitoring emerging regulatory trends that could impact the company's products, business, or growth opportunities.
  • Identify and lead the development and continuous improvement of processes relating to labeling, regulatory assessments, and claim compliance.
  • Coach and guide direct report on job tasks and develop growth initiatives for team.
  • Expected Collaboration with Colleagues, Departments and External Stakeholders:
    • FSQA Supply Chain - TraceGains; Supplier ingredient information to populate into Optiva
    • R & D - Optiva Data (Ingredient info, Formulations, NFP and ILS Reports)
    • Innovation Group - Slingshot (Graphics Review / Approval Software)
    • FSQA Bakery Mgt. - Review process.


Requirements
  • BS in Food Science or strongly related field.
  • Working/expert knowledge of FDA Labeling Requirements, 21 CFR and Safe Foods for Canada Act (SFCA and SFCR) is required.
  • 5 years minimum working experience in Regulatory Label Development and/or Regulatory Compliance.
  • Prior direct management experience preferred.
  • Label review and approval process is a collaborative function and candidate must be able to work effectively with cross-functional teams and manage multiple simultaneous tasks with multiple inputs.
  • Must be able to handle projects requiring a short turn around and have the ability to prioritize work and communicate to set expectations.
