General Statement of Duties

Performs professional management duties involving agency planning and designing of systems for the Information Technology Services Division of the Department of MH/DS; collecting and analyze data for monitoring and compliance and for reporting; does related work as required.
Essential Duties
Highly skilled position requiring the knowledge, skills and abilities to include a thorough understanding of how to extract data from an electronic health record system for a mental health agency. Create weekly update reports for agency teams, gather and verify data to submit monthly CCS state report, quarterly state reports for performance contract, respond to survey requests for data, and create ad hoc reports as requested. Proficient user of SQL database, SQL Server Reporting services and other report publishing servers; serves as SQL database administrator; conducts server builds including installing operating system software, patches and upgrades. Must be familiar with agency business process flows and have the ability to analyze system workflows in order to capture the proper data and present in useable form. Also, position is responsible for reading, understanding and translating system changes and the effect this will have on data collected. This position also acts as a key member of the electronic health record database support team.

Responsible for interfacing with the direct line users of the EHR. Develops and maintains training material, updates as needed. Consult with and provide individual and group training in the use of the EHR including running of reports. Provide end-users with access and utilization of the system, problem-solving and running and producing ad hoc reports. Must utilize excellent customer service skills and respond to issues in a timely manner. Links and coordinates with agency departments to implement new initiatives and enhance existing processes. Must be familiar with agency business process flows and have the ability to analyze system workflows in order to capture the proper data and present in useable form. Responsible for setting up, implementing and maintaining database security functions to limit staff access to the minimum amount of Protected health information they need to perform their jobs in accordance with HIPAA regulations. Responsible for maintaining and administration of staff's access levels and credentials in the EHR. Knowledge of agency's electronic health and billing system's components and functions. Interpersonal skills in relating to all levels of computer users. Knowledge of adult learning principles. Ability to develop and deliver curricula for training of trainer and for end users. This position also acts as a key member of the electronic health record database support team.
Serve as Information Systems liaison to the agency's Operations Management Team, to assist with the agency's on-going improvement efforts. Stay abreast of new regulations and interpreting how they impact the EHR. Assist program staff in developing new forms and process to meet new and revised regulations. Responsibilities include analysis and redesign of business practices. Support staff in fully utilizing agency EHR in most efficient and effective manner. Develop, maintain and revise forms in the software. Consult regularly with program staff in design and functionality of forms. Consult with state reporting staff to ensure compliance with all regulations when developing and revising forms.
Good knowledge of techniques in planning, management, and statistical work, and familiarity with forecasting techniques; ability to systematically compile data and to interpret and report findings; ability to establish and maintain effective working relationships with staff and governmental representatives; proven ability to communicate effectively orally and in writing; ability to work with a high degree of independence and to organize work to meet deadlines; familiarity with and ability to use a personal computer.
Minimum Qualifications
Possession of a bachelor's degree and one (1) year of work experience related to the program or services to which assigned; OR, any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
