Description
Under the general direction of the Director of Parks, Recreation & Cultural Resources (PRCR), the Parks & Greenways Planning Manager provides professional services with planning, design, and development of projects in the Town's Parks System. The main responsibilities for this position include serving as subject matter expert in all parks capital projects; preparing or coordinating the production of plans and construction documents; providing oversight to park system improvements; representing the department in the Town's Technical Review Committee and coordinating the PRCR Advisory Committee's role in the fee-in-lieu process; tracking and updating the PRCR Comprehensive Master Plan; leading community engagement to update existing parks master plans to leverage funding; and identifying and applying for grants to leverage Town capital funds. This position also serves as PRCR's lead greenways expert, assessing opportunities to coordinate with developers for easements or land dedication for future greenway corridors and conducting feasibility studies to determine potential alignments for corridors identified in the PRCR Comprehensive Master Plan.
Examples of Duties
Responsibilities and duties include, but are not limited to the following:
Negotiates, administers contracts, and acts as a liaison with consulting project architects, engineers and contractors for the design and construction of park and greenway improvement projects.
Prepares and develops landscape architectural or engineering plans and specifications, construction documents, and cost estimates for the development or improvement of parks and recreational facilities and greenways.
Provides services as a project manager on approved projects. Reviews plans and construction documents for conformance with applicable codes, regulations, and project objectives in construction, maintenance, and cost limitations.
Participates in the Town's Technical Review Committee to identify opportunities for parkland dedication and greenway development, as well as assess recreational options in private developments.
Serves as subject matter expert in all parks capital projects; preparing or coordinating the production of plans and construction documents; providing oversight to park system improvements.
Coordinates the PRCR Advisory Committee's role in the fee-in-lieu process.
Tracks and updates the PRCR Comprehensive Master Plan.
Serves as PRCR's lead greenways expert, assessing opportunities to coordinate with developers for easements or land dedication for future greenway corridors and conducts feasibility studies to determine potential alignments for corridors identified in the PRCR Comprehensive Master Plan.
Conducts public outreach for strategic and master planning of parks and recreation facilities.
Provide recommendations and technical advice to the department director and department managers.
Assists in the PRCR's preparation of its annual budget, including CIP estimates and operations and management.
Researches and assists with or write grants to support park capital projects. Monitors grant expenditures to ensure compliance with funder requirements.
Responsible for attending all meetings associated with this position, including evening Town Council, advisory board, or community meetings.
Performs related duties as required.

Must be able to physically perform the basic life operational support functions of stooping, reaching, standing, walking, pulling, lifting, grasping, fingering, talking, and hearing.
Must be able to perform light work exerting up to 20 pounds of force occasionally, 10 pounds of force frequently, and/or a negligible of force constantly to move objects.
Must be able to traverse safely on uneven or steep terrain and be able to work under various weather conditions (extreme heat, humidity, cold, etc.).
Must possess the visual acuity to maintain records and reports, inspect work for quality of methods and materials, and use measuring devices

- Bachelor's degree in landscape architecture, architecture, civil engineering, or a related field; and
- Four years of experience in park and recreational facility design, landscape design, or park and greenways planning and design. A master's degree in a relevant discipline may substitute for two (2) years of relevant experience.
- Valid N.C. Driver's License or the ability to obtain one within 30 days of employment.
- Knowledge of and experience with design and rendering software such as AutoCAD, Sketchup, Rhino, and/or Adobe Creative Suite is a plus.
- Certification by the applicable professional association (American Planning Association, National Recreation & Park Association, etc.) or registration and valid license to practice their profession granted by the appropriate board in the State of North Carolina (such as the N.C. Board of Architecture & Registered Interior Designers, N.C. Board of Landscape Architects, North Carolina Board of Examiners for Engineers and Surveyors, etc.)
