Summary:
The Unconventional (TU) is seeking a qualified CTO-SOJ2 - Intelligence Knowledge Manager to support the United States Special Operations Command Pacific (SOCPAC) with intelligence analysis of unclassified and classified information on enemy and partner forces to support planning and operational intelligence requirements to Counter Weapons of Mass Destruction (WMD), Counterterrorism, Counter-Proliferation, Global Near-Peer actors, and SOCPAC Command priorities. Support will be provided to United States Special Operations Command (USSOCOM) in Intelligence Planning/Joint Intelligence Preparation of the Operational Environment (JIPOE)/Intelligence Preparation of the Battlefield (IPB) to ensure a free and open Indo-Pacific alongside a constellation of like-minded allies and partners, united by mutual security, interests, and values to deter adversary aggression and protect the homeland.

- Knowledge management is a discipline focused on the integration of people and processes enabled by technology throughout the information life cycle to create shared understanding and increase organizational performance and decision-making. It is an enabler for information dominance and operational advantage gained from the ability to collect, control, exploit, and defend information to optimize decision-making and maximize warfighting effects. Knowledge Management in support of Operational Intelligence and the intelligence production cycle applies knowledge management discipline to operational intelligence and production in support of decision maker.
- Responsible for effectively integrating intelligence data, information records, and knowledge management capabilities to ensure all mission partners have access to relevant information and expertise for achieving decision superiority.
- Responsible for intelligence data information, records and knowledge management are different, but interconnected elements that are dependent upon one another for effective and efficient operations.
- Responsible to facilitate shared understanding, and faster, more effective decision-making and execution throughout the intelligence cycle.
- Responsible for learning and innovation and is focused on the people and processes enabling the intelligence cycle.
- Responsible for timely, accurate, and relevant information for planning and conducting operational intelligence and intelligence production and dissemination.
- Responsible for collaboration, analysis, deliberation, application of technology, and the judgement required to turn raw data into intelligence and making it accessible and understandable to decision makers at the speed of relevance.
- Responsible for implementing the following three components of KM to improve the unit and execute the mission.
- People (Leaders, who create, organize, apply, and transfer knowledge).
- Processes (Methods of creating, organizing, applying, sharing, and transferring knowledge).
- Tools (Digital and non-digital knowledge tools used to put knowledge products and services into organized frameworks).
Job Requirements
Required Qualifications:
- Must have experience integrating intelligence data, information records, and knowledge management capabilities.
- Must have experience interconnecting intelligence data information, records and knowledge management.
- Must have an understanding of the intelligence cycle.
- Must have experience integrating people and processes into the intelligence cycle.
- Must have experience planning and conducting operational intelligence and intelligence production and dissemination.
- Must have experience turning raw data into intelligence and making it accessible and understandable to decision makers at the speed of relevance.
- Must possess the knowledge and experience of implementing the three components of KM, people, processes, and tools, into unit improvement and mission execution.
Desired Qualifications:
- Experience providing knowledge management in support of intelligence production.
- Intel support to SOF units / commands.
- Intel Planning Course I/II Completion.
- Previous experience in USSOCOM, SOCPAC, or USINDOPACOM.
