Role Overview

Works with the Project Managers to oversee and manage the planning, design, and construction of all types of large and small capital improvement projects as assigned by the Supervisor of Construction

Minimum Requirements
  • Associate's degree in Engineering, Management, Business Administration, Project Management, or a related field.
  • Demonstrated knowledge of project management methodology or related experience.
  • Computer literacy (experience with spreadsheets, word processing, database, presentation, and project tracking and scheduling applications).
  • Ability to follow directions and complete daily tasks and specific project work.
  • Ability to organize and carry out multiple tasks within time and resource constraints.
  • Strong verbal and written communication skills.
  • Ability to work extended workdays, including evenings and weekends, as necessary.
  • Ability to perform the essential functions of the job with or without reasonable accommodations.

Preferred Qualifications
  • Bachelor's degree in Engineering, Management, Business Administration, Project Management, or a related field.
  • Proficiency in the use of computer-aided design (AutoCAD) software.
  • K-12 construction or public industry-specific experience or knowledge.
  • Experience or knowledge of the AIA suite of contract documents.

Role Responsibilities
  • Assist in coordinating and managing large and small construction projects, and capital improvement/systemic replacement projects simultaneously.
  • Assist in developing and monitoring project schedules including design, state agency review and approvals, permitting reviews, bidding, construction, and close-out.
  • Assist in planning projects including elements such as securing Architectural/Engineering (A/E) and Construction Management (CM) services, and development of contracts for same.
  • Coordinate with appropriate Washington County Public Schools (WCPS) staff, and with other agencies as required, assuring that designs meet WCPS requirements.
  • Assist in the development of bid documents to be issued to both design professionals and contractors.
  • Secure required project and plan approvals from authorities such as the State of Maryland Interagency Commission on School Construction, the Maryland Department of General Services, the Washington County Board of Education, permitting agencies, and funding agencies.
  • Assist and manage project design and construction as assigned.
  • Oversee A/E and CM consultants, as well as General Contractors. Duties include, but are not limited to: scheduling, quality and budget control, coordination with other WCPS staff and departments, review of shop drawing, obtaining permits and Use and Occupancy certificates, punch lists, project closeout, and management of claims.
  • Responsible for maintaining the project budget and ensuring assigned projects are completed on time and within budget.
  • Assist in the administrative operation of the Facilities Department by producing data used in the preparation of the annual Educational Facilities Master Plan and Capital Improvement Program Plan, as well as other capital and operating budgets. Duties also include verifying and approving contractor payments, preparing and giving presentations at meetings as required, enforcing WCPS policies and regulations, and managing project documentation to provide current and accurate information.
  • Gather and interpret pertinent data and write reports, assessments, and feasibility studies on various facility related subjects, including analysis of WCPS owned buildings and sites and potential future building and site acquisitions.
  • Demonstrate courteous and professional demeanor to all stakeholders of Washington County Public Schools.
  • Perform other duties as directed by the Supervisor of Construction.
