The Superintendent invites qualified and interested persons to apply for the position of Personnel Officer (Leaves of Absence and Accommodations) within the Department of Human Resource Services.
This title is governed by the New Jersey Civil Service Commission; meaning that a candidate for the position will be placed as a provisional employee. At a later date the candidate will be required to take an examination administered by the Civil Service Commission. Candidates must score and rank high enough on this examination in order to remain in the position as a permanent employee.
Under direction, is responsible for the human resources functions within the Newark Public Schools ("NPS"). Maintains and manages the operation of a personnel work unit and directs one or more personnel functions such as, leaves of absence and accommodations, personnel policy development, and related employment activities; does other related duties.
The definition and examples of work for this title are for illustrative purposes only. A particular position using this title may not perform all duties listed in this job specification. Conversely, all duties performed on the job may not be listed.
QUALIFICATIONS AND REQUIREMENTS
Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.
Seven (7) years of supervisory personnel experience, including the review of classification problems and wage studies, the handling of personnel problems, and the coordination of the training needs of the jurisdiction.
OR
Possession of a bachelor's degree from an accredited college or university; and three (3) years of the above-referenced professional experience.
Master's degree in Human Resources, Labor Relations, Public Administration or SHRM Certificate preferred.
Three (3) years of supervisory personnel experience including the review of leave of absence and workplace accommodation applications, classification issues, wage studies, handling personnel and labor relation problems, and coordination of the training or professional development needs of the jurisdiction preferred.
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the duties of the position.
NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
BASIC FUNCTIONS AND RESPONSIBILITIES
1. Manages and supervises leave of absence and workplace accommodation function for NPS, maintains liaison between NPS and other agencies and offices regarding HR matters.
2. Assists in the establishment of personnel policies, including leave of absence and workplace accommodation policies and programs.
3. Disseminates and trains appropriate staff on relevant policy and procedures.
4. Assists in directing the personnel activities of the jurisdiction.
5. Conducts research for studies involving personnel issues, including leaves of absence and workplace accommodation management.
6. Plans, organizes, and assigns the work of the organizational unit and evaluates employee performance.
7. Prepares reports and other items as requested.
8. Directs the establishment and maintenance of records and files.
9. Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems.
KNOWLEDGE AND ABILITIES
1. Knowledge of problems encountered in the administration of personnel programs, including management of leaves of absence and workplace accommodations.
2. Knowledge of theory, practices, and procedures of modern personnel administration.
3. Knowledge of leaves of absence and workplace accommodations procedures.
4. Knowledge of employee performance evaluation procedures.
5. Ability to read and interpret the provisions of New Jersey and Federal laws relating to personnel and workforce matters.
6. Ability to analyze and resolve the problems involved in the oversight of a personnel program.
7. Ability to establish and maintain cooperative working relationships with associates and individuals engaged in or concerned with issues relating to public employment.
8. Ability to establish and maintain records and files.
