Attorney
This position serves as a staff attorney in the Office of Chief Counsel (OCC) within the Department of Administration. The staff attorney reports directly to the Chief Counsel of the Kansas Department of Administration.
In addition to the Office of the Chief Counsel, the Department of Administration is comprised of the Office of Facilities and Property Management, the Office of Procurement and Contracts, the Office of Financial Management, the Office of Accounts and Reports, the Office of Printing, Mailing and Surplus Property, the Office of Personnel Services, the Office of Public Affairs, the State Employee Health Benefits Program, the State Self Insurance Fund and the Office of Systems Management.
This position provides specific legal assistance to the Office of Facilities and Property Management, and general legal assistance within OCC. These duties include but are not limited to:
The successful candidate will have a Juris Doctorate from an institution accredited by the American Bar Association; be admitted to the practice of law in Kansas; demonstrated capacity to deliver legal advice, work collaboratively, and establish positive interaction in a complex environment involving an array of distinct constituencies; and evidence of strong written and oral communication skills.

Position Summary & Responsibilities:
Attorney
This position serves as a staff attorney in the Office of Chief Counsel (OCC) within the Department of Administration. The staff attorney reports directly to the Chief Counsel of the Kansas Department of Administration.
In addition to the Office of the Chief Counsel, the Department of Administration is comprised of the Office of Facilities and Property Management, the Office of Procurement and Contracts, the Office of Financial Management, the Office of Accounts and Reports, the Office of Printing, Mailing and Surplus Property, the Office of Personnel Services, the Office of Public Affairs, the State Employee Health Benefits Program, the State Self Insurance Fund and the Office of Systems Management.
This position provides specific legal assistance to the Office of Facilities and Property Management, and general legal assistance within OCC. These duties include but are not limited to:
- Perform legal research on behalf of Chief Counsel, agency directors, and the Secretary of Administration;
- Review applicable statutes, regulations, and court orders which may affect Department functions;
- Prepare, analyze, and interpret legal documents, instruments, and correspondence as required;
- Maintain the Department of Administration Continuity of Operations Plan (COOP) and keep the Office of Chief Counsel COOP up to date and ensure functionality of the same;
- Draft policies and procedures on behalf of the Department and other state agencies;
- Participate in certain boards and committees as a voting member;
- Advise the Office of Accounts and Reports with respect to Debt Setoff and other related matters;
- Review and negotiate architecture, engineering, and ancillary services contracts on behalf of the State;
- Review and negotiate lease agreements;
- Advise the Office of Facilities and Property Management regarding easement and surplus property procedures;
- Appear in court as necessary; and
- Work with Legal Assistant to organize and host semi-annual CLE seminars for state government attorneys.
- Work directly with all Department of Administration business units and customer agencies on legal matters
- Provide regular reporting

- Exhibit excellent analytical skills, the ability to manage multiple projects under strict timelines, as well as the ability to work well in a demanding, dynamic environment and meet overall objectives
- High level of personal integrity, as well as the ability to professionally handle confidential matters, and show an appropriate level of judgment

- Excellent written and verbal communication skills, interpersonal and collaborative skills, and the ability to communicate legal concepts to others
