Accountability

  • Ensure and proper functionality of the Fleet/Rolling Stock operations and maintenance function in accordance with client requirements and in close co-operation with the Head of Fleet Management.
  • Support and assistance to the Head of Fleet Maintenance in all relevant matters with regards to Operations and Maintenance activities and facilitates decision by way of recommendation and information.
  • Ensures the smooth transition into the operation of electric-powered trains once introduced onto the electrified railway network and the vehicles having the proper engineering expertise assigned to the project for approval.
  • Accountable for continuous improvement and Planning of preventive and corrective maintenance activities to meet train availability for service requirements.


Responsibilities

Responsibility

  • Oversee planning and coordination of all activities in the rail maintenance facility and associated layovers to ensure delivery of service and contractual requirements.
  • Responsible for all groups performing activities onsite and make sure the facilities are operating efficiently and to maximum availability.
  • Coordinate and support scheduled maintenance and repair works with other sites to ensure train service is maintained.
  • Work with subcontractor team and other stakeholders.
  • Manage communication with all stakeholders including contractors, clients, and team and be primary point of contact for all depots' issues.
  • Ensures security, emergency, health and safety procedures are implemented and maintained to company standards.
  • Forecasts, allocates, and supervises the financial and physical resources of the facility management.
  • Supervise and manage activities by different teams and prioritize utilization of facility resources.
  • Report on the progress and status of work, identifying potential problem areas and attenuate risks, forecasting opportunities as needed, and provision of the means for timely management actions.
  • Provide constructability reviews of plans, procedures, work task list and specifications to evaluate scheduled activities and staffing requirements for group and coordinate the availability of requisite equipment, material, and suppliers.
  • Liaise with the Safety and Environmental Manager, report any relevant issues, and assist in developing and implementation of required corrective actions.
  • Ensuring staff are competent and trained to follow safety and maintenance procedures and instructions.
  • Liaison and supervision of supplier's staff who perform works on the Rolling Stock.
  • Performance appraisals of staff in accordance with HR guidelines.
  • Identifies training needs for all personnel in the Rolling Stock maintenance section.
  • Supports preparation of annual and long-range forecasts of all car and facility maintenance operations.
  • Conducts special studies and investigations and acts as a trouble shooter.
  • Responsible for conducting inspections and acceptance of new trains maintenance.


Qualifications

Education & Qualifications

  • Completion of a degree in Engineering, or related field - or a combination of education, training and experience deemed equivalent.


Work Experience

  • Minimum of 10 years of Management experience in metro or class 1 railway system
  • At least 10 years of supervisory and or management experience with the ability to manage different maintenance sections covering Fleet/Rolling stock.
  • Experience in maintenance planning, preparing maintenance budget, maintenance plans and procedures, technical specifications, safety and quality plan as required.


Competencies

  • Willingness to work on a complex network project, providing new ideas and facilitating collaboration and cooperation between diverse stakeholders to deal with construction and complex engineering issues.
  • Sound understanding of railway operations in a large, complex operating environment.
  • Proven understanding of Rolling Stock/Fleet and, its operation, maintenance requirements and working safety rules governing the operations/maintenance.
  • Labor Relations experience.
  • Carry out 24-hour on-call responsibility for incidents and emergency.
  • Must be a skilled manager and supervisor with good communications skills with the ability to motivate and develop staff
  • Implements sound employee relations and practices within the parameters of the O&M organization regulations and agreements
  • Highly motivated and flexibility to work in a time-sensitive environment to respond quickly and effectively to unanticipated high workloads, events, and emergencies.
  • Ability to think laterally and analyze and assess a range of information.
  • Ability to multi-task and analyze situations promptly and without bias to determine the proper course of action or alternatives without jeopardizing human safety, quality, and the committed performance targets.
