SOESD invites applications for an Early Intervention Evaluation Specialist at the Gilbert Creek Child Development Center in Grants Pass to join a progressive, collaborative team providing assessment, intervention, and family support services to children birth to five with developmental delays.

An Early Intervention Evaluation Specialist will coordinate eligibility evaluations for children birth to five years. Conduct screenings, observations, evaluation and parent interviews. Develop Individual Family Service Plans in conjunction with parents and other team members and consult with parents, staff and community agencies.

ECSE Evaluation Specialist

POSITION GOAL:
The Evaluation Specialist accepts referrals, screens and evaluates children with suspected delays to determine eligibility for Early Intervention or Early Childhood Special Education services. Coordinates evaluation of the child with the parent and with other professionals from ECS, Head Start and Regional Services for Low Incidence Disabilities. Facilitates eligibility and IFSP meetings.

LEVEL OF RESPONSIBILITY/SUPERVISION:
The Evaluation Specialist is a licensed professional who works largely independently with regular consultation with the ECS Program Supervisor to assure compliance with IDEA, state statutes and Administrative rules. The Evaluation Specialist makes professional judgment about the child's developmental level and needed interventions using standardized testing instruments, parent interviews and behavioral observations.

ESSENTIAL FUNCTIONS:
(Positions may consist of some or all of the following duties.)
  • Conduct assessments of children's developmental levels in the areas of motor, cognitive, communication, social/emotional, and self-help skills, using standardized assessments, observation, and interview within a transdisciplinary model.
  • Clearly and accurately communicate screening and evaluation results and recommendations to parents, referral sources and IFSP team members through written report and verbal explanation.
  • Provide support and coaching to each family in understanding and coping with child's special needs and assist family members in supporting their child's development.
  • Schedule, coordinate, and facilitate eligibility, IFSP and placement meetings, involving the family and other team members and ensuring follow-up on assigned activities.
  • Prepare written reports, progress updates, and other documentation, in a timely and accurate manner, as required by departmental policy and State law.
  • Provide in-service training on topics of special interest to assistants, subs, and practicum students, as directed by the EI Supervisor.
  • Comply with EI/ECSE and ESD rules and policies.
  • Perform physical requirements unaided or with the assistance of reasonable accommodation.
  • Perform other duties as assigned.
  • Minimum Prerequisites:
  • Master's degree in Special Education, School Psychology or a related field.
  • A minimum of two years experience working with infants/toddlers/preschoolers with developmental delays and their families.
  • Must meet professional competencies required by the Department of Education and hold TSPC licensure or ODE authorization.
  • Possess general knowledge of EI/ECSE assessments, program development and implementation, and behavior guidance techniques.
  • Possess specialized training and/or experience in evaluation and eligibility determination).
  • Ability to work independently.
  • Ability to communicate effectively, and to establish effective working relationships with children and their families, as well as with staff, health care professionals, and community agencies.
  • Strong written communication skills with demonstrated ability to prepare clear, concise "family friendly" reports and other documents required by policy or regulation.
  • Possession of a valid Oregon Driver's License and a safe driving record.
  • Must obtain First Aid certification within sixty (60) days of employment.
  • Pass a background check and maintain enrollment in the Child Care Division Criminal History registry.
  • Perform physical requirements unaided or with the assistance of reasonable accommodation.

  • PREFERRED QUALIFICATIONS:
  • School Psychology degree with coursework in observation and assessment in Early Childhood
  • Conversational fluency in Spanish.
  • Training or experience in administration and scoring of the following tools; Batelle Developmental Inventory, Bayley Scales of Infant Development, Developmental Assessment of Young Children, Achenbach Child Behavior Checklist, Preschool and Kindergarten Behavior Scales, Brown ADD Scale, Vineland, BRIEF, and other relevant EI/ECSE assessment tools.

    LENGTH OF POSITION: 220 days (extended academic year) / 1.0 FTE
    SALARY: Per Collective Bargaining Agreement - $62,844.54 - $98,865.34 for 2024-2025 school year.
    IMMEDIATE SUPERVISOR: Early Intervention Supervisor
