Chief Financial Officer
Position Purpose
Under general supervision the Superintendent, the Chief Financial Officer stewards the short and long term prudent fiscal operations of Baker Charter Schools, and provides leadership, strategic vision and high-level analysis of BCS's finances. The CFO is responsible for results in terms of effectiveness in planning, policies, and programs, and for the achievement of BCS's goals and objectives. The CFO's work is guided by and must comply with federal and state law, accounting principles, state auditor requirements, operational direction of the Superintendent, policy direction of the school Board, and compliance with state and local regulatory agencies.

Physical and Mental Demands, Work Hazards
The Chief Executive Officer works from their home office and student center. The work environment is often controlled and quiet, but will also frequently include moderate to loud noise. The work environment may include exposure to unpleasant interior temperatures, dirt, communicable diseases, and distraught or difficult individuals. The work requires regular focus on a computer screen and precise control of fingers and hand movements. Bending, stooping, kneeling and lifting up to 20 pounds and may also be required on occasion.

Essential Functions
- Advise management on short-term and long-term financial objectives, policies, and actions.
- Coordinate and direct the financial planning, budgeting, procurement, or investment activities of all or part of an organization.
- Analyze the financial details of past, present, and expected operations to identify development opportunities and areas where improvement is needed.
- Perform a variety of revenue forecasts and cash flow analysis; prepares revenue and expenditure projections; invests funds for safety of principal, liquidity, and for maximum return.
- Evaluate needs for procurement of funds and investment of surpluses and make appropriate recommendations.
- Anticipate and develop strategies and programs that respond effectively to anticipated needs and the changing educational environment.
- Encourage innovations. Analyzes data to improve school operations. Serves as an information resource.
- Hire, potentially supervise, provide direction, assign duties, compile reports, and monitor results of the Business Office personnel (i.e. accounts payable and the payroll/benefits functions) and potentially provide annual written evaluations.
- Supervise and monitor the daily, monthly and annual accounting and financial functions of all BCS funds and reporting procedures; Maintain records of all financial documents with appropriate supporting material and coding.
- Prepare analysis of program costs and methods of financing, including long range projections of requirements.
- Manages banking services and short-term borrowing for BCS.
- Coordinate all BCS grant accounting and financial reporting; Coordinate the year-end independent audit.
- Work with the Superintendent to provide the Board, and the community needed BCS financial data; Interpret the financial concerns of BCS to the Board and community.
- Coordinate and prepare BCS's fixed asset inventory and the report required to comply with GASB 34.
- Supervise and coordinate purchase orders and accounts payable functions ensuring expenditures are charged to appropriate accounts.
- Serve as Budget Officer for BCS.
- Develop budget guidelines, prepare the annual budget, and assist key administrators in preparing, interpreting and applying their individual building budgets.
- Assist in the presentation, justification and preparation of additional analysis required to understand the budget proposal for action by the Board.
- Coordinate, process and control the transfer of budgeted funds.
- As the CFO, will work under the direction of the Superintendent to issue contracts to vendors, renters, and other individuals or groups according to Board policy.
- Assist in the preparation and processing of bids, bid calls, and price quotations for BCS; Assist in all preconstruction planning; Coordinate utility services and easements.
- Review and approve payment of bills submitted by architects and contractors.
- Receive and file proper and appropriate insurance policies and bonds related to construction projects.
- Communicate and collaborate with a variety of BCS administrators and personnel, and City, County and State departments or agencies to coordinate activities, resolve issues or concerns and exchange information.
- Maintain an insurance program through an agent-of-record for property, liability, and fidelity coverage.
- Coordinate BCS's risk management program and supervises the BCS's worker compensation insurance program.
- Provide information, prepare periodic reports, and maintain all necessary records as requested by the Administration, Department of Education, and BCS's outside auditors.
- Calculate and forecast enrollment growth for BCS.
- Provide the Superintendent financial trend data for BCS.
- Ensure compliance with BCS, State, and Federal laws, rules, and regulations.
- Work with financial software vendor and users of accounting data and make recommendations for modification/enhancements to computerized systems.
- Maintain confidentiality in all areas.
- Perform other duties and responsibilities as required by the Superintendent or Board and act as an advisor to the Superintendent on all questions relating to the business and financial affairs of BCS.

Qualifications Profile

Education
- Bachelor's and Masters Degree from an accredited college or university, preferably in business or closely related field is strongly preferred.
Experience
- Five (5) years of demonstrative senior level experience as a Chief Financial Officer or financial manager in a complex organization;
- In depth knowledge of Generally Accepted Accounting Principles (GAAP) and Generally Accepted Governmental Accounting Standards (GAGSA)
- Prior successful experience leading, supervising and mentoring professional staff, preferred
- Any combination of experience and training that would likely provide the required knowledge and skill may be considered qualifying as determined by Human Resources
- Prior successful experience working directly with Board of Directors, preferred
- CPA license, preferred
- Experience or oversight of capital improvement projects, preferred
- Experience managing in a public school district setting, preferred
